The City of Moorpark is seeking qualifications and proposals from experienced firms to conduct a feasibility analysis for establishing an Enhanced Infrastructure Financing District (EIFD). The analysis will assess whether property tax increment revenue could help fund capital and infrastructure improvement projects. Work includes evaluating potential district boundaries, projecting revenue, prioritizing eligible projects, assessing financing capacity and fiscal impacts, and developing recommendations and an implementation roadmap.
