Harmony Public Schools is seeking a prime contractor for a new elementary school and related site work in El Paso. - Buyer: Harmony Public Schools (HPS), Expansion & Construction Department; project: Harmony School of Innovation – El Paso Dyer Elementary, Phase II. The attachment identifies Amine Elhiyat as Project Manager. - Project: Ground-up construction of a 54,659-square-foot elementary school, with an estimated budget of $17 million. Scope includes site improvements, parking, driveways, sidewalks, landscaping, street work, kitchen, playgrounds, and building construction and systems. - Named manufacturers and vendors: Valcom (PA system, part number V-2006AHF), Cisco (phone-system integration), Falcon and Best (finish hardware), Hunter (irrigation components), and OxBlue (construction camera). No quantities are specified for most products. - Products and equipment: Kitchen, playground and gym equipment; one electronic-message marquee; camera; finish hardware; security glazing; vinyl wall graphics; playground safety surfacing; irrigation components; technology infrastructure; and PA equipment. Listed alternates include tubular daylighting devices, 80-mil or 60-mil TPO roofing in place of SBS modified-bitumen roofing, and expedited electrical switchgear. - Systems and construction trades: Site and building construction, concrete, exterior and interior finishes, roofing, doors and windows, mechanical, electrical, plumbing, and fire protection, plus structured cabling, fiber, data and wireless networks, voice, audiovisual, public address, access control, intrusion detection, and video surveillance. - Notable requirements: Include a $500,000 owner allowance, bonds, permits, inspections, and associated fees in pricing. The work is subject to applicable federal and state requirements, including prevailing-wage and Buy America provisions. The stacked washer/dryer item 110B is excluded, and bleachers are excluded because they were installed in Phase I. Late substantial completion is subject to $2,000 per calendar day in liquidated damages; weather delays do not extend the schedule.
