StanCOG Public Information Officer and Strategic Communications Services

Stanislaus Council of Governments (StanCOG) is seeking one qualified firm to provide public information officer and strategic communications services for StanCOG and participating local agencies. - Government buyer and participating agencies - StanCOG, through its Administration Department, is the contracting buyer; Amber Collins is identified as the buyer contact. - The participating jurisdictions named in the solicitation are the Cities of Ceres, Hughson, Modesto, Newman, Oakdale, Patterson, Riverbank, Turlock, and Waterford, and the County of Stanislaus. - Requested services - Develop an initial strategic communications plan, then provide counsel and implementation support through individual work orders. - Provide public information officer and media-relations support, including media intake, releases, statements, talking points, fact sheets, media monitoring, and spokesperson preparation. - Support issues management, rapid response, proactive media placement, public storytelling, community and stakeholder engagement, message development, and content production. - Produce or support newsletters, annual reports, web and social content, graphic design, photography, video, and print materials. - Assist with communications related to California Public Records Act requests, including intake and tracking, draft correspondence, and disclosure communications. StanCOG retains responsibility for searching, reviewing, redacting, and producing records. - Provide measurement and reporting, staff training, documentation of templates and procedures, and transition planning to build internal communications capacity. - Notable requirements and limits - Proposers should demonstrate substantial public-agency communications experience and provide qualified senior communications counsel and PIO personnel. Equivalent qualifying experience with public agencies outside California is allowed. - Spanish-language written materials and public-event capability are sought. The prime is expected to perform PIO, media-relations, and executive-counsel work with its own staff or personnel under its direct supervision; supporting specialists may be used for areas such as design, video, translation, research, digital production, and events. - The work excludes lobbying, legal advice, and legal representation. Public-records processing remains with StanCOG. - OEMs and vendors - No commercial OEMs, product manufacturers, or consulting vendors are named in the opportunity. No equipment or product purchases are requested.

Description

Stanislaus Council of Governments (StanCOG) seeks one qualified firm to provide Public Information Officer services and strategic communications counsel on an as-needed basis. The work is expected to begin with a strategic communications plan and continue with implementation through individual Work Orders, including media relations, issues management, community engagement, content development, and measurement and reporting. The agreement term is two years, with an option for StanCOG to extend it for up to three additional years. Maximum compensation for the initial two-year term is $500,000.
