NASA capability-statement notice for sole-source thermal-spray test samples

NASA is assessing whether to compete a proposed sole-source thermal-spray services requirement for five test samples. - Agency and location: NASA Shared Services Center (NASA/NSSC) is the procuring office; work is for NASA Glenn Research Center. - Proposed source and notice: NASA identifies HANNECARD ROLLER COATINGS INC as the sole provider for Hannecard Thermally Sprayed Test Samples under notice 80NSSC26944001Q. - What the contractor would do: Thermally spray five government-provided 12 in. × 12 in. metal plates. Apply an Amdry 995C MCrAlY bond coat, then apply a 0.040 in. ceramic layer over one full surface of each plate. - Materials and formulations: The contractor must provide Metco 204NS zirconia (8% Y2O3) and Metco 102 TiO2 powders, and prepare five ceramic blends: 97% 8YSZ + 3% LSM; 92% 8YSZ + 5% TiO2 + 3% LSM; 87% 8YSZ + 10% TiO2 + 3% LSM; 82% 8YSZ + 15% TiO2 + 3% LSM; and 77% 8YSZ + 20% TiO2 + 3% LSM. - Schedule: The service contract is specified for one year. Test specimens are due within 12 weeks of award, with samples finished within 3 weeks after all materials are available. The government will deliver the plates and collect the finished samples. - Response requirements: This is a request for capability statements to assess whether the requirement should be competed; quotes will not be considered. Responses are due by 4:00 p.m. Central Standard Time on October 5, 2026. Reference the notice ID in the submission. - Unstated details: The notice provides no contract value or quantities for the coating materials.

 SPECIAL NOTICE:

VENDORS MUST REFERENCE THE NOTICE ID WHEN SUBMITTING A CAPABILITY STATEMENT.

NASA/NSSC has a requirement for Hannecard Thermally Sprayed Test Samples. 

NASA/NSSC intends to issue a sole source contract to HANNECARD ROLLER COATINGS INC 1031 Lambert ST Barberton, Ohio 44203-1611 United States under the authority of FAR 12.102(a). It has been determined that HANNECARD ROLLER COATINGS INC is the sole provider of Hannecard Thermally Sprayed Test Samples.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 541715.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 10/5/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

NOTE: Quotes received in response to this notice will NOT be considered and will not be evaluated by NASA’s Technical End User Team. We are currently only requesting Capability Statements.
