Tarrant County is seeking bids for as-needed delivery of Type A, Grade 1-2 flexible road base for pavement repairs. - Buyer: Tarrant County Purchasing Department; solicitation contact is Mikaylah Darby, Senior Buyer. Tarrant County’s Chief Information Security Officer, Russ Scott, is identified as the security contact. - OEMs and vendors: No manufacturers, OEMs, or prospective suppliers are named. - Requested material: Type A, Grade 1-2 flexible road base, with an estimated 15,591.21 tons priced for delivery to County jobsites. Bidders must also quote a per-ton price for material loaded at the vendor’s plant; that line is a pricing quantity, not a stated purchase volume. - Pricing and related services: Provide a per-ton, per-mile freight charge and a percentage discount for products not listed. Prices should include related charges such as fuel and environmental fees. - Material requirements: Meet current TxDOT Item 247 requirements, including the specified Type A, Grade 1-2 gradation and limits for plasticity index (10), liquid limit (40), and wet ball mill (20). Material must be crushed stone from one naturally occurring source; gravel, multiple sources, and additives used to alter the material are prohibited. The specification attachment also describes flexible-base construction, testing, compaction, and measurement requirements. - Delivery and commercial terms: This is an as-needed annual purchasing arrangement. Delivery capability of up to 200 tons to County locations is preferred, and delivery capacity and cost may influence orders. Prices are firm during each contract term; adjustments require documentation and approval and are limited to 5%. - Additional requirements: Vendor personnel may need fingerprint-based or sheriff’s criminal background checks to access County data or secure facilities. If a vendor provides a hosted or cloud IT solution, it must protect County data, report breaches within 48 hours, keep data in the contiguous United States, provide patches, designate a security contact, and permit security audits.
