Sound Transit is seeking a consultant to conduct an origin-destination survey of riders and analyze travel patterns across its transit network. - Buyer: Sound Transit, part of the Central Puget Sound Regional Transit Authority; no sub-agency or office is specified. - Procurement: Survey planning, design, fieldwork, data processing, analysis, dashboard development, and reporting to support evaluation of the Lynnwood Link and Federal Way Link Extensions, ridership modeling, and equity analysis. - Coverage: Sound Transit Link, ST Express, and Sounder services, plus selected routes operated by King County Metro, Pierce Transit, and Community Transit that serve the extension corridors. - Sampling and fieldwork: Develop a statistically valid sample for route-level ST Express and station-level rail results. Cost assumptions use a target sample of 10% of average weekday ridership and at least a 40% response rate; the final approach will be developed with Sound Transit. Work includes onboard and offboard counts, trained field staff, supervision, and quality assurance. - Accessibility and languages: Prepare questionnaires in up to six languages—Spanish, Chinese (Simplified and Traditional), Vietnamese, Tagalog, Korean, and Russian—and include protocols for deafblind passengers. - Deliverables: Cleaned and weighted data, a data dictionary, analysis documentation, a draft report, an interactive dashboard for trip, fare, and demographic information, and a final electronic report. - Optional work: If authorized, supplementary data collection may use location-based data services or other methods when onboard collection is constrained. - Business participation: No DBE participation goal is set; small-business participation is encouraged. The procurement may receive Federal Transit Administration financial assistance. - Named vendors: RSG and ETC are identified in the materials as having conducted a prior Sound Transit survey; neither is specified as the vendor for this procurement. No OEMs or vendors are named for the requested new work.
Description
Sound Transit is requesting proposals from firms to conduct its next origin-destination survey of Sound Transit riders in spring 2027. The study will provide data for the “After” segment of the Before and After Study, examining impacts of the Lynnwood Link Extension and Federal Way Link Extension. It will also collect rider-characteristic information for ridership modeling, equity analyses, and other research and reporting. The proposed contract term runs from contract execution through December 31, 2027; proposals are due October 21, 2026.
