NSPA office supplies, paper, HP cartridges, and recycling services

NSPA’s central procurement office is seeking office supplies, paper, HP printing products, and cartridge recycling for NATO GPSS users. - Government buyer and users: NATO Support and Procurement Agency (NSPA), PA - Central Procurement. Intended users include NSPA operational centers and NATO HQ, NCIA, CMRE, and SHAPE/ACO entities at multiple locations. - Procurement scope: A firm-fixed-price, call-off arrangement for office supplies and consumables, including stationery, office equipment, furniture and accessories, paper, and printer cartridges. Orders are not guaranteed; delivery is DAP under Incoterms 2020. - Prominent OEM and requested printing products: HP cartridges and toners, including N951XL cyan (CN046A, quantity 1), N62XL black (C2P05AE, 16), N950XL black (CN045A, 2), CE340A black toner (5), N62XL tri-color (C2P07AE, 16), and CF281X black toner (10). - Paper requirements: White A4 and A3 reprographic paper, colored Clairefontaine Trophée A4 80 gsm or equivalent, Balance Pure or equivalent uncoated recycled paper, and Balance Silk or equivalent coated paper. Certification and technical specifications apply, including FSC or PEFC certification for specified papers and EU Ecolabel certification for Balance Pure/Silk equivalents. - Services and volumes: On-demand HP cartridge deliveries to NSPA Capellen, estimated at 400–600 cartridges per year, with up to six deliveries annually and delivery expected within five working days after an order. The contractor must also remove used cartridges and related consumables for recycling, with up to five removals annually and documentation of quantities and proper disposal. - Other named brands and suppliers: Clairefontaine, Balance Pure, Balance Silk, Energizer, Brepols, Leitz, Tesa, Norica, Exacompta, Legamaster, Fellowes, Dahle, HSM, BIC, Pilot, Lyreco, Paper Mate, Oxford, Stabilo, Varta, Dymo, Pritt, and Lebez. Fellowes, Dahle, and HSM are cited as examples of reputable shredder brands. Equivalent products are permitted where they meet the stated requirements.

Description

NSPA is seeking firm fixed-price proposals for a contract to supply office supplies and office consumables to current and future NATO GPSS entities. The contract covers core items listed in the attached priced bill of quantities and relevant non-core items from the contractor’s catalogue, with call-off purchase orders issued as needed. The bidding instructions state there is no firm commitment by NSPA to order any of the items. Delivery is on a DAP (Incoterms 2020) basis.
