Ocean County engineering design services for public-building and facility improvements

Ocean County is seeking qualified engineering teams for design work on public-building and facility capital improvements. - Government buyer: County of Ocean, through Ocean County Engineering (also identified as the Ocean County Engineer) and the Ocean County Board of Commissioners; Ocean County, New Jersey. - Requested services: Planning and design for capital improvements, including site and infrastructure assessments, cost estimating, parking-needs assessments, traffic and civil engineering, mechanical, plumbing and fire-protection engineering, electrical engineering and lighting analysis, architectural illustration and digital imaging, permitting, and planning-board review. - Potential specialty services include surveying, geotechnical engineering, soils testing, Phase I and II environmental assessments, wetlands assessment and permitting, and landscape architecture. - OEMs and vendors: No product manufacturers, named vendors, or proposed contractors are identified. An attached fee-schedule form names the New Jersey Department of Transportation (NJDOT); the main RFQ identifies Ocean County as the buyer. - Notable requirements: Firms or individuals should demonstrate at least 10 years of comparable experience and provide at least three references. The County intends to qualify at least 10 consultant design teams for project-specific assignments. - Fees are based on actual hours under a cost-plus, not-to-exceed arrangement. Proposals must identify staff titles, ASCE grades, proposed staff names, maximum direct hourly rates, overhead, profit, and anticipated direct expenses. Profit should not exceed 10%; unlisted staff or rates may not be billed. - A separate fee sheet is required for each proposed subconsultant. Evaluation considers responsiveness and the experience of the firm and team, with a preference factor for proximity to Ocean County’s seat. - Term: One year. Project-specific assignments may extend beyond the RFQ term or continue into a subsequent phase or fiscal year, subject to County approval.
