Mohave County Sex Offender Treatment, Assessment, and Related Services

Mohave County is seeking qualified providers to deliver sex offender treatment and related services through its Probation Department across four county service areas. - Government buyer: Mohave County; the Mohave County Procurement Department is conducting the solicitation on behalf of the Mohave County Probation Department, which supervises the services. - Services requested: Sex offender intake, risk, pre-sentence-related, and court-ordered assessments and evaluations; individual and group treatment; and couples or family counseling when indicated. Providers must arrange an initial appointment within 30 days of referral and generally provide at least two hours of treatment monthly, or as directed by the assessment. - Service locations: Kingman, Bullhead City, Lake Havasu City, and the Arizona Strip. In-person services are preferred; virtual sessions are permitted. - Treatment and case management: Use evidence-based approaches, including Risk-Need-Responsivity (RNR), cognitive-behavioral therapy (CBT), and the Good Lives Model. Requirements include monthly case-management meetings with the assigned Probation Officer, regular case updates, biweekly reporting, and treatment-program placement when group treatment is prescribed. - Documentation and additional support: Maintain electronic assessments, case plans, progress reports, and discharge records; compare Multiphasic Sex Inventory results before and at the end of treatment; provide annual in-person training for Probation Officers; and consult with the Court when requested. - Provider qualifications: Providers must meet specified advanced behavioral-science education, Arizona behavioral-health or psychology licensing, sex-offender treatment experience and supervision-hour, competency, and continuing-education requirements. - Pricing: Submit a monthly all-inclusive flat fee covering all service locations and applicable assessments, sessions, facilities, overhead, labor, travel, and mileage. - OEMs, vendors, products, quantities, and part numbers: No OEMs or commercial vendors are named. No physical products, product quantities, or part numbers are specified; this is a services procurement. - Contract term: One initial year with up to four optional one-year renewals.

Description

Mohave County seeks proposals from qualified providers for sex offender treatment services under the direct supervision of the County Probation Department, serving designated areas throughout Mohave County. Services include assessments and evaluations, individual or group treatment and counseling as indicated, monthly case-management meetings, regular reporting to probation officers, and related consultation and training. Proposals must be submitted electronically through the County's online bidding system by October 29, 2026, at 2:00 p.m. Local Arizona Time. The contract is for one year beginning February 7, 2027, with four optional one-year renewals.
