OHA-approved work may also include project management, asset management, and outreach. Priority populations include communities of color, tribal communities, and low-income communities. - Proposal and delivery requirements: Proposals should explain organizational capacity, fiscal stability, key personnel, coordination, scheduling, technical approach, evaluation of assistance and training, prioritization of requests, and geographic or specialty coverage. Resumes or CVs, two completed reference forms, a signed responsibility inquiry, and an implementation plan are required. Service contacts must be documented and invoiced under OHA requirements.
