ODOT Research is seeking a contractor for seismic cone penetration testing at Wickiup Junction to support geotechnical research and foundation analyses. - Government buyer: Oregon Department of Transportation (ODOT), Research Section (Department 7304315 – Research); named contact: Kira Glover-Cutter. The project is a joint research effort with Oregon State University (OSU) and Portland State University (PSU); they are project partners, not identified vendors. - OEMs and vendors: No OEMs, brands, or prospective vendors are named. The contractor must furnish the equipment, materials, supplies, water, and personnel needed for the work. - Requested services and estimated bid quantities: - Administration: 1 lump-sum item; mobilization and demobilization: 1 lump-sum item. - SCPTu testing with sounding reports: 5 sites estimated; the scope anticipates 3–6 soundings, approximately 250 feet deep as site conditions allow, and 750–1,500 feet of total penetration. - U2 pore-pressure dissipation tests: 12; shear-wave velocity tests at 1-meter intervals: 65. - Per diem: 1 day/person unit; CPT overtime: 10 hours. - Technical requirements: Include pore-pressure dissipation testing, downhole shear-wave velocity measurements, and variable-rate testing in at least one sounding. Use a standard 10-cm u-type SCPTu probe and a pore-pressure transducer capable of measuring up to 500 psi, with approximately 0.001 psi resolution. Shear-wave measurements are required at intervals no greater than 2.5 feet and are paid at 1-meter intervals; approximately four dissipation tests per sounding are anticipated in diatomaceous materials. - Contractor responsibilities and site constraints: Provide equipment, water and water delivery, site preparation, one mobilization, safety and environmental controls, hole abandonment, cleanup, and disposal of spoils and fluids. Work must be performed during daylight, maintain at least 50 feet from railroad tracks, never cross the tracks, and stay at least 3 feet from marked utilities. - Deliverables and standards: Provide full-text and graphical reports, electronic sounding data, and required Oregon Water Resources Department (OWRD) reports. Submit the sounding reports and data within 14 days after the final sounding. Follow applicable ASTM methods and OWRD requirements; domestic-content requirements, including Buy America/Build America provisions, also apply. - Performance period: Work starts after required approvals and written notice to proceed, with the start coordinated with ODOT. Final completion is due in late 2027. A winter work shutdown applies; the schedule assumes five workdays followed by two days off, excludes holidays, and limits testing to daylight hours.
Description
The Oregon Department of Transportation is seeking bids for seismic cone penetration testing with pore water pressure measurement (SCPTu) as part of a geotechnical investigation at Wickiup Junction, where diatomaceous soils are present. The work includes advancing approximately three to six soundings, with testing depths up to approximately 250 feet, and performing pore-pressure dissipation and downhole shear-wave velocity measurements. The contractor must provide equipment, personnel, water delivery, site preparation, testing, and reporting; the work supports settlement and foundation analyses and is part of a joint ODOT/OSU/PSU research project. Electronic quotes are allowed, and bids are due October 15, 2026, at 10:00 AM.
