Brookhaven National Laboratory Mechanical Services Basic Ordering Agreement

Brookhaven Science Associates is seeking small-business contractors to perform mechanical construction and related work at Brookhaven National Laboratory under a task-order Basic Ordering Agreement. - Buyer: Brookhaven Science Associates, LLC, managing Brookhaven National Laboratory for the U.S. Department of Energy; Facilities & Operations Directorate, Modernization Project Office, and Procurement and Property Management Division are identified. - OEMs and vendors: No equipment manufacturers, OEMs, or commercial vendors are named. Brookhaven Science Associates is the laboratory operator and procurement organization. - Scope: Provide labor, materials, tools, equipment, supervision, and other resources for mechanical work across the laboratory site. Assignments will be issued through individual task orders, generally on a firm-fixed-price basis. - Sample project: Replace the seminar-room air-handling unit (AHU) in Building 555. Work includes removal and installation, rigging, ductwork, insulation, and associated steam, sanitary/waste/vent, chilled-water, condenser-water, and refrigerant connections. No AHU make, model, part number, or quantity is specified. - Requested labor-rate schedule: Working foreman/supervisor, building-construction plumber, service fitter, sprinkler fitter/steamfitter, sheet-metal worker, laborer, and safety professional. Regular-time and overtime/holiday rates are requested for each labor category except safety professional, for which one hourly rate is listed. - Other pricing: Task-order/change-order indirect rates for materials and subcontractors, plus bond costs. Rates are to remain firm for the agreement term and include specified labor and operating costs, with bond costs treated separately. - Notable requirements: Total small-business set-aside under NAICS 238220. Contractors must show relevant experience, sufficient staffing and supervision, ability to manage concurrent projects, and rapid response capability, including mobilization to the site within two hours for requested after-hours or weekend support. Safety planning and training, accepted hazard analyses, applicable environmental and construction-safety compliance, prevailing wages, insurance, and task-order bonding are required. - Agreement structure and value: No funds are obligated by the agreement itself; work and payment are authorized through task orders. A shared aggregate ceiling of $20 million applies across all BOAs if all options are exercised; it is not a guaranteed value for this agreement.

Description

Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory (BNL) under contract with the U.S. Department of Energy (DOE), is soliciting offers from qualified small business contractors for Mechanical Services under a Basic Ordering Agreement (BOA).

The Contractor shall provide all labor, services, materials, tools, equipment, supervision, and other resources necessary to perform a variety of mechanical construction work on various projects throughout the BNL site. Scope will be authorized through individual Task Orders (TOs) placed under the BOA.

This procurement is a Total Small Business Set-Aside under NAICS 238220 – Plumbing, Heating, and Air-Conditioning Contractors.

Mandatory Virtual Solicitation Overview Meeting: October 15, 2026 at 10:00 AM ET Mandatory Site Visit: October 15, 2026 at 11:00 AM ET RSVP Deadline for both events: October 9, 2026

Interested Offerors must RSVP to the Contractual Representative identified below. A Microsoft Teams meeting notice will be provided for the Virtual Solicitation Overview Meeting. Site visit instructions will be provided to Offerors who RSVP. Attendance at both the Virtual Solicitation Overview Meeting and Site Visit is mandatory.

SOLICITATION SCHEDULE

Offerors shall review the Solicitation and all enclosures and attachments for complete technical, qualification, pricing, safety, bonding, insurance, wage determination, and contractual requirements.

To be considered responsive, an Offeror must submit:

A compliant Qualification Criteria Form (Enclosure 2) and supporting documentation; Sample Project Pricing Sheet (Enclosure 3); and Schedule of Unit Rates (Enclosure 1, Attachment 3).
