The U.S. Army seeks continued secure storage and support for 155mm artillery ammunition at Camp Navajo, Arizona, primarily to support Modular Artillery Charge System testing at Yuma Proving Ground. - Requirement and purpose - Services include secure storage, material handling, maintenance, periodic inventory and inspection, and ground transport of ammunition to and from Yuma Proving Ground. - Ammunition must be kept in explosive-rated magazines or igloos and handled by trained, certified personnel following applicable DoD and Army hazardous-material requirements. - The work supports scheduled testing and PM CAS program requirements. - Source and procurement approach - The Army identifies the Arizona Department of Emergency and Military Affairs (DEMA), Ordnance Operations Department at Camp Navajo, as the sole-source provider. - The justification states that Camp Navajo is the only capable nearby explosive-storage facility and that using another source could cause schedule delays or duplicated costs. - The initial release describes a one-year extension under contract W15QKN-21-C-0002. The attached procurement summary describes a base year, four option years, and a priced six-month extension under FAR 52.217-8; these are distinct performance-period descriptions in the provided materials. - Timing and quantities - The attachment projects award in March 2026. Specific start and end dates are not provided. - No ammunition quantities, product part numbers, or contract value are stated.

Description

In accordance with Federal Acquisition Regulation (FAR) 6.305, the U.S. Army Contracting Command – Rock Island at Picatinny (ACC-RI-PICA), on behalf of the Project Manager for Combat Ammunition Systems (PM CAS), is hereby posting the Justification and Approval (J&A) for a sole-source action to the Arizona Department of Emergency and Military Affairs (DEMA).

This justification, Control Number CAO-26-0032, provides the authority for a one-year extension of services under contract W15QKN-21-C-0002 for the continued storage, material handling, maintenance, and inspection of 155mm artillery ammunition at Camp Navajo, AZ.

This action is necessary to ensure continuity of these critical services and prevent a gap in mission support while a long-term follow-on contract is finalized. The action was justified in accordance with FAR 13.501(a)(1)(ii), as DEMA is the only responsible source capable of meeting the Government's requirements without unacceptable schedule delays and duplication of cost.

The redacted Justification and Approval document is attached.
