No physical products, quantities, OEMs, or named vendors are specified. - Work requested: - Attempt a census of eligible Delaware child care providers and collect private-pay rates and federally required provider information. - Estimate provider operating costs at base and State-defined quality levels; analyze participation barriers and amounts charged above family copayments. - Compare provider prices and costs with Purchase of Care reimbursement, including gap and scenario analyses. - Deliver an integrated public report, an independently usable cost-estimation model, underlying data, briefings, technical support, knowledge transfer, and closeout materials. - Notable requirements: Use statistically reliable methods, engage providers and partners, coordinate with concurrent data collection, and ensure non-public State data is handled only in the United States. Alternative-methodology support is optional and separately priced; an additional value-added task may also be proposed. - Performance period: Anticipated one-year base term from contract execution, with one optional one-year renewal. The final report is expected about 12 months after execution; technical support continues for six months after report acceptance.
