Ohio Army National Guard Catering for 5,680 Course Meals

The Ohio Army National Guard is seeking full-service catering for the 147th RTI Basic Leader Course at DSCC in Columbus, Ohio. - Government buyer: U.S. Army, Ohio Army National Guard, through the USPFO Activity Ohio ARNG/Ohio procurement office; the requirement serves the 147th RTI Regiment Basic Leader Course. - Services and quantities: 5,680 meals total: 1,920 breakfasts, 1,840 lunches, and 1,920 dinners. Breakfasts and dinners are hot buffet-style; lunches are boxed and cold. - Service requirements: Provide delivery and scheduled setup, serving, and cleanup; meet meal-component, serving-size, food-safety, and Army food-service standards; provide required paper products, utensils, and garbage bags; and accommodate identified dietary restrictions. A 15-day minimum cyclic menu is required. - Performance period: Approximately four weeks during autumn; the solicitation and attachment schedules differ slightly on the ending point. - OEMs and vendors: No OEMs, caterers, or other vendors are named in the solicitation materials. - Competition and evaluation: The requirement is set aside for small businesses. Quotes are evaluated on price, past performance, and whether the service requirement is met; the full meal requirement is requested.

Description

The Ohio Army National Guard (OHARNG) is issuing this Request for Quote (RFQ) for 5680 TOTAL MEALS 5680 TOTAL MEALS B=1920 L=1840 D=1920 for 147TH RTI RGT BLC Regional Training Institute BLDG 1 DSCC 13OCT2026 to 10NOV2026   

Government intends to make one (1) award to a single contractor for the entire requirement. Multiple awards will not be made, and the Government will not divide, separate, or award individual events to different vendors. Offerors must submit a quote that addresses the entire requirement. Partial quotes will not be considered and may be determined non-responsive or ineligible for award.

All services shall be performed at DSCC, Ohio, in accordance with the attached Performance Work Statement (PWS).

This acquisition is a 100% Small Business Set-Aside under NAICS Code 722320 (Caterers), with a size standard of $9,000,000.00.

The Government intends to award one (1) Firm-Fixed-Price (FFP) purchase order. Award will be made on a best value basis in accordance with FAR 13.106-2(b)(3). The basis of award will be 1) Past Performance and 2) Price. See attached instructions to offerors for details.

Offerors are responsible for reviewing all solicitation documents, including the Performance Work Statement (PWS), SF1449, and Catered meals workbook. Vendors must ensure that all pricing is complete, complies with the standards outlined in the PWS, and is fully inclusive of all costs, including labor, materials, delivery, services, equipment, taxes, and fees

To be eligible for award, Offerors must be registered in the System for Award Management (SAM.gov), must not be listed as excluded, must Not appear on the Excluded Parties List System (EPLS) (now incorporated in SAM.gov), and must otherwise be eligible to receive a federal contract award.
