USACE intends a sole-source bridge modification to preserve rapid-response debris management capability in Region 8 while competitive successor contracts are pursued. - Agency and contract: U.S. Army Corps of Engineers (USACE), Rock Island District; contract W912EK22D0004, Advanced Contract Initiative (ACI), Region 8, Pacific Ocean Division. - Action: Extend the existing ordering period and increase contract capacity. This is a notice of intent to sole source, not a request for competitive proposals; interested firms may submit capability statements. - Service area and work: Hawaii, Alaska, Guam, American Samoa, and other U.S. territories within the Pacific Ocean Division. Work may include disaster debris clearance, separation, loading, hauling, reduction, recycling or beneficial reuse, disposal, demolition, dumpsite and temporary debris storage/reduction site management, and special-waste handling. - Response requirements: Mobilize and begin operations within 24 hours of notice; the underlying performance requirements call for at least five debris-removal crews to begin within 24 hours of a task-order notice to proceed. Contractors must be able to operate despite severely degraded infrastructure and support major surge operations. - Capability areas: Concurrent handling of vegetative debris, construction and demolition debris, hazardous materials, and white goods. Contractors provide the personnel, equipment, tools, materials, and supervision needed for assigned work. - Planning and preparedness: On request, a four-person Pre-Execution Planning Team—Operations Manager, Operations Planner, Environmental Health and Safety Manager, and CQC Systems Manager—supports interagency planning. USACE may also request preparedness exercises, with a target of one five-day exercise per calendar year. - Requirements and quantities: Services must follow the applicable Performance Work Statement. No fixed service quantities, product purchases, or product part numbers are specified.

DESCRIPTION
Intent to Sole Source: The U.S. Army Corps of Engineers (USACE), Rock Island District (CEMVR), intends to execute a bilateral contract modification to extend the ordering period and increase the contract capacity under Firm-Fixed-Price (FFP) Single Award Task Order Contract (SATOC) W912EK22D0004 with ECC Constructors LLC (1240 BAYSHORE HWY STE 301, BURLINGAME, CA 94010).
This action is being conducted under statutory authority Title 10 U.S.C. § 3204(a)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B): Services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements.
Summary of Proposed Modification
Ordering Period Extension: The existing contract currently expires on November 9, 2026. This action extends the ordering period to maintain continuous response capability pending award of the competitive follow-on contracts. Capacity Increase: Adds sufficient emergency contract capacity to ensure uninterrupted operational capability for unforeseen, newly declared disaster events. Requirement: Rapid-response debris management services under FEMA Mission Assignments (ESF #3. Contractors must be capable of deploying, mobilizing labor/equipment, and commencing debris reduction and disposal across disrupted operational areas within 24 hours of notification.
