USACE Rock Island District plans a sole-source modification to preserve emergency debris-response capacity in Region 3 while successor contracts are pursued competitively. - Opportunity: Extend the ordering period and increase capacity for the existing firm-fixed-price, single-award task order contract for Advanced Contract Initiative (ACI) Regional Debris Management Services. - Scope: Rapid-response debris management under FEMA Mission Assignments (ESF #3), including clearance, separation, loading, hauling, reduction, recycling, and disposal; potential work also includes dumpsite management, authorized structural demolition, and special-waste handling. - Operational requirements: Contractors must be ready to begin within 24 hours of notification, deploy across disrupted areas, provide personnel and equipment, and support major surge operations. The attached PWS also specifies at least five debris-removal crews and an automated debris management system (ADMS) with electronic load-ticket tracking. - Planning and preparedness: When directed, a four-person Pre-Execution Planning Team must deploy within 24 hours. The PWS also describes participation in a target of one preparedness exercise per calendar year, lasting five days. - Response opportunity: Interested firms may submit capability statements demonstrating relevant experience, 24-hour mobilization, debris-stream capabilities, and surge resources. This is a notice of intent to sole source, not a request for competitive proposals. - Commercial details: No specific OEM products, equipment models, part numbers, purchase quantities, or contract value are identified. Successor contract awards are anticipated in 2027.

DESCRIPTION
Intent to Sole Source: The U.S. Army Corps of Engineers (USACE), Rock Island District (CEMVR), intends to execute a bilateral contract modification to extend the ordering period and increase the contract capacity under Firm-Fixed-Price (FFP) Single Award Task Order Contract (SATOC) W912EK22D0006 with DRC Emergency Services, LLC (6702 BROADWAY ST, GALVESTON, TX 77554).
This action is being conducted under statutory authority Title 10 U.S.C. § 3204(a)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B): Services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements.
Summary of Proposed Modification
Ordering Period Extension: The existing contract currently expires on November 9, 2026. This action extends the ordering period to maintain continuous response capability pending award of the competitive follow-on contracts. Capacity Increase: Adds sufficient emergency contract capacity to ensure uninterrupted operational capability for unforeseen, newly declared disaster events. Requirement: Rapid-response debris management services under FEMA Mission Assignments (ESF #3. Contractors must be capable of deploying, mobilizing labor/equipment, and commencing debris reduction and disposal across disrupted operational areas within 24 hours of notification.
