USACE Rock Island District plans a sole-source bridge modification to maintain emergency debris-management coverage in Region 2 while it pursues competitive successor contracts. - Agency: U.S. Army Corps of Engineers (USACE), Rock Island District (CEMVR), Advanced Contracting Initiative; Mississippi Valley Division, Region 2. - Action: Proposed modification to an existing firm-fixed-price, single-award task-order contract to extend its ordering period and increase capacity. This is not a request for competitive proposals. - Services: FEMA Mission Assignment (ESF #3) disaster response, including debris assessment, clearance, separation, loading, hauling, reduction, disposal, recycling or beneficial reuse, and dumpsite and temporary debris-site management. Work may also include hazardous and special waste, private-property debris operations when authorized, demolition, waterway debris management, and route clearance when directed. - Response requirements: Mobilize personnel, equipment, subcontractors, and management resources and begin operations within 24 hours. The underlying regional services requirement calls for at least five debris-removal crews to commence work within 24 hours of a task-order notice to proceed, plus an automated debris management system (ADMS) for tracking and reporting. - Planning and preparedness: When directed, provide a planning team consisting of an Operations Manager, Operations Planner, Environmental Health and Safety Manager, and CQC Systems Manager. The team supports debris estimates, sectoring, site and resource planning, safety and environmental assessments, and ADMS implementation advice. Preparedness exercises are described as five days per exercise, with one exercise per calendar year. - Capability expectations: Demonstrate experience managing concurrent vegetative, construction and demolition, hazardous-materials, and white-goods debris operations, as well as adequate financial resources and surge capacity for major disasters. - Products and quantities: No products, part numbers, or fixed purchase quantities are specified; services are activated through task orders. - Response opportunity: Firms may submit capability statements for the Government’s assessment of whether competition is feasible without unacceptable mission delays. The notice does not solicit proposals.
