USACE Rock Island District is seeking capability information for a proposed bridge modification to regional disaster debris management services in Region 6. - Opportunity: The U.S. Army Corps of Engineers (USACE), Rock Island District (CEMVR), intends to modify an existing firm-fixed-price, single-award task order contract for Advanced Contract Initiative (ACI) Regional Debris Management Services. - Purpose: Extend the ordering period and increase contract capacity to preserve emergency response capability while successor contracts are pursued. The notice states successor awards are anticipated in 2027. - Procurement approach: This is a notice of intent to sole source, not a request for competitive proposals. Interested firms may submit capability statements. - Services: FEMA Mission Assignment support under ESF #3, including debris clearance, separation, loading, hauling, reduction, recycling, disposal, demolition, and dumpsite management. Debris streams may include vegetative debris, construction and demolition debris, hazardous and special wastes, white goods, e-waste, vehicles, and putrefied food. - Mobilization and staffing: Contractors must be able to mobilize within 24 hours. The PWS calls for at least five debris-removal crews to commence operations within 24 hours of task-order Notice to Proceed (NTP), and at least one crew at each directed debris site within 24 hours of NTP. - Planning and preparedness: When directed, a Pre-Execution Planning Team must deploy within 24 hours. It includes an Operations Manager, Operations Planner, Environmental Health and Safety Manager, and CQC Systems Manager. The PWS also describes stakeholder exercises, with a target of one exercise per calendar year and five days of preparedness training per exercise when requested. - Systems and compliance: Use an automated debris management system (ADMS), including electronic load tickets and reporting. Provide qualified personnel and compliant handling and disposal for regulated materials; perform site testing, inspections, and containment when required by task order. - Capability information sought: Demonstrate regional 24-hour mobilization of personnel, heavy equipment, subcontractors, and management resources, including in severely disrupted conditions; experience handling concurrent large-scale disaster operations; and financial capacity to support major surges. - Period information: The existing contract is stated to expire November 9, 2026; the proposed bridge extension’s duration and revised end date are not specified. The attached PWS describes the underlying contract structure as a five-year IDIQ with a six-month extension option, but does not provide specific dates.
