McConnell AFB Airshow Fuel, Aircraft Oils, and Flightline Services

The Department of the Air Force’s 22nd Air Refueling Wing, through 22 CONS LGC at McConnell Air Force Base, seeks turnkey flightline fueling and oil services for its airshow. - OEMs and named product brands: PetroBlend, AeroShell, Phillips 66, and Mobil. Requested products include PetroBlend Pure White smoke oil, AeroShell aircraft oils, Phillips 66 XC oils, and Mobil Jet Oil II. - Fuel and oil quantities: Approximately 2,000 gallons of 100LL aviation gasoline and 1,458 gallons of smoke oil, plus specified aircraft oils: AeroShell W120 (91.84 gallons), AeroShell W100 Plus (24 quarts), Phillips 66 XC 20W-50 (48 quarts), Phillips 66 XC 25W-60 (10 gallons in the PWS; the solicitation also lists quantity 40 without a unit), AeroShell 15W-50 (6 quarts), and Mobil Jet Oil II (4 quarts). An optional quantity of up to 1,200 gallons of 87-octane unleaded gasoline may be ordered. - Services and related line items: Turnkey flightline refueling and oil servicing, freight, an appearance fee, and travel/transportation/fuel expenses. The contractor supplies personnel, supervision, fuel and oil distribution equipment, tools, materials, transportation, and servicing support. The amendment removed the mileage reference from the travel-fee line item. - Notable requirements: 100LL Avgas must meet ASTM D910 / MIL-DTL-5624. Smoke oil must be PetroBlend Pure White, Spec 7G4W2, or an approved equal. Optional unleaded gasoline is delivered only when directed in writing by the Contracting Officer. Service supports military demonstration teams, warbirds, civilian performers, and static aircraft; quantities are estimates where indicated.

Amendment 2

The purpose fo this amendment is to make changes to the PWS, please review the attached Performance Work Statement (PWS) dated 1OCt2026. Additionally, the milage from CLIN 0011 has be remove. Please see summary of changes on Amendment. 

Amendment 1

The purpose of the amendment is to make changes to the Addendum 52.212.1, under the Instructions, Conditions, and Notices to Offerors or Quoters. Please see summary of changes. 

The 22d Air Refueling Wing (22 ARW) at McConnell Air Force Base (AFB), Kansas, has a requirement for a contractor to furnish all personnel, management, supervision, transportation, equipment, tools, materials, fuel, engine lubricants, and smoke oil necessary to execute the 2026 McConnell AFB Airshow.

All interested vendors must review the attached Performance Work Statement (PWS) dated 30 September 2026 for complete details regarding the scope of work, technical specifications, and delivery schedules.
