Dyess AFB intramural sports officiating services

The U.S. Air Force is seeking a contractor to officiate intramural sports at Dyess Air Force Base in support of the 7th Force Support Squadron. - Government buyer: Department of the Air Force, Air Force Global Strike Command, 7th Contracting Squadron (7 CONS/PKB), Dyess AFB, Texas; services support the Dyess AFB Fitness Center and 7th Force Support Squadron. The listed contracting contact is TSgt Trevor Finch. - Procurement: Sports officiating services for basketball, flag football, volleyball, softball, and soccer. The base-year estimate is 190 games: 40 each for basketball, flag football, volleyball, and softball, and 30 for soccer. The same annual quantities are listed for each of four option years. - Staffing per game: Basketball requires 2 referees and 1 scorer/timer; flag football requires 3 referees; volleyball requires 1 referee and 2 line referees; softball requires 2 umpires and 1 scorer/timer; soccer requires 1 referee and 2 linespersons. - Qualifications: Officials must hold sport-specific certifications: NCAA for basketball, NIRSA for flag football, USAV for volleyball, USA for softball, and FIFA for soccer. - Notable requirements: The contractor provides management, personnel, equipment, supplies, transportation, supervision, and other resources needed to perform the work. Technical submissions must address certifications, staffing, scheduling, on-site operations, government-furnished property accountability, and a qualified contract manager. Services are scheduled by sport season and coordinated with the Fitness Center. - Term and evaluation: One base year plus four one-year options, for up to five years. Selection is based on technically acceptable proposals and lowest price. - OEMs and vendors: No product manufacturers, OEMs, or prospective service vendors are named. The certification organizations named are NIRSA, NCAA, USAV, USA, and FIFA.

Description

This is a combined Synopsis/solciitation for 7 FSS Sports officila. This announcement constitutes the only solicitation; this is a Request for Quote (RFQ) and another written solicitation will not be issued. The Government intends to award a Firm-Fixed Price (FFP) contract for this requirement. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Notice to offerors: This solicitation is issued IAW RFO 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
