Description

Based on the market research conducted, the Government proceeded with a fixed-price, sole-source acquisition with Revvity Signals Software, Inc. (Revvity) for the services necessary to obtain FedRAMP Moderate authorization for the Revvity Signals Electronic Lab Notebook (ELN), supporting compliance with NARA/OMB requirements for the transition of Federal records to electronic formats. The contractor is responsible for providing the services necessary to obtain FedRAMP Moderate authorization for the Revvity Signals ELN, including project management, gap remediation, interoperability assurance, and preparation and submission of the FedRAMP authorization package. Revvity is the developer and sole proprietary owner of the Revvity Signals ELN platform used by the National Institutes of Health (NIH). As the software owner, Revvity has exclusive access to the platform’s source code, system architecture, and internal development environment. Such access is necessary to perform the security control remediation, interoperability configuration, and technical documentation required to achieve FedRAMP Moderate authorization. No other company, including resellers, integrators, or third-party consultants, has the technical access or authority necessary to modify the Revvity platform to satisfy these requirements. On August 7, 2026, the Government posted a Notice of Intent and invited capability statements from vendors that believed they were capable of performing the work specified in the notice. Responses were due by 9:00 a.m. on August 14, 2026. Four vendors submitted timely responses; however, none demonstrated the technical capability necessary to perform the required services. Specifically, the respondents lacked the proprietary access and requisite authority to perform the necessary FedRAMP remediation activities on the Revvity platform, and none provided a viable approach for obtaining or otherwise addressing the required access and authority. Accordingly, the market research did not identify an alternative source capable of meeting the Government’s requirements, and the acquisition proceeded on a sole-source basis with Revvity.
