This Navy action extends Military Sealift Command’s General Electric IDIQ ordering period to maintain vessel automation support while a follow-on contract is delayed. - Action and purpose - MSC Engineering Services (N102) seeks a sole-source modification to existing IDIQ contract N3220521D4113. - The extension is intended to prevent interruption of critical vessel automation support while MSC completes the follow-on IDIQ award. The notice reports that no capability-statement responses were received. - Extension and contract value - The original ordering period is October 1, 2021–September 30, 2026. - The modification adds three months, October 1–December 31, 2026, with an option for up to three additional months. The attachment contains a conflicting option end date of March 31, 2026; its stated interim requirement instead runs through March 31, 2027. - The contract ceiling remains $125 million. The value of this extension is not specified; orders during the extension and any option period will use FY 2027 O&M,N funds. - Requirement - General Electric (GE) OEM systems, parts, and authorized technician services support MSC vessel machinery plant and centralized control systems, including PTO/PTI and Assured Power Modification Systems. - Services include appraisals, inspections, maintenance, life-cycle management, overhauls, refurbishment, repairs, testing, reporting, and upgrades. - No specific part numbers or quantities are provided, and all other contract terms remain unchanged.

Description

Military Sealift Command’s (MSC) Indefinite- Delivery, Indefinite-Quantity (IDIQ) Contract N3220521D4113 ordering period is set to expire on 30 September 2026. To mitigate the risk of a lapse in required services or schedule disruption, a contract modification is required to extend the current contract’s ordering period.  This justification supports approval of a modification to the existing sole-source IDIQ contract, N3220521D4113, to extend the current five (5) year ordering period up to an additional six (6) months. This modification is necessary due to delays in awarding the follow-on sole-source IDIQ contract and will provide MSC adequate time to complete the longer-term follow-on contract action. All other IDIQ terms will remain the same.  Modification was issued 29 Sep 2026.
