South Dakota is seeking a communications firm to build and run a statewide public campaign on infrastructure resilience and preparedness. - Government buyer: State of South Dakota, through the South Dakota Department of the Military, on behalf of the Governor’s Resilient Infrastructure Task Force (GRIT). - OEMs and vendors: No commercial OEMs, vendors, or specific campaign firms are named. “Call Before You Dig” is cited only as a model for clear, action-oriented public messaging. - Requested services: Campaign research and strategy; message development and testing; creative and content production; community and business outreach; media planning and management; measurement, reporting, and ongoing refinement. - Scope and deliverables: One statewide campaign addressing practical preparedness for disruptions to power and energy, communications, water and wastewater, transportation, fuel, healthcare, and other interdependent essential services. Deliverables include a work plan, research findings, campaign strategy and visual direction, a 12-month campaign plan, launch-ready content, partner toolkits, performance reports, and a final transition package with an organized asset library. - Budget and term: The initial 12-month campaign budget is $250,000. The anticipated term is 12 months, with up to two additional one-year option periods; funding and total value for option periods are not specified. - Notable requirements: Public materials must be accurate, accessible, plain-language, nonpartisan, and approved by the State before release. The campaign should focus on actionable preparedness, not promotion of GRIT. Website work is limited to coordinating content; website design, development, hosting, coding, cybersecurity administration, maintenance, and technical support are excluded.
Description
The State of South Dakota seeks proposals from a qualified marketing and communications firm to develop and manage an ongoing statewide public-education campaign for the Governor's Resilient Infrastructure Task Force (GRIT). The contractor will provide strategy, message development, content creation, distribution, audience testing, measurement, and regular campaign refinement. The campaign should communicate practical actions South Dakotans can take to prepare for disruptions to essential services, including energy, communications, water and wastewater, transportation, fuel, and healthcare. Its purpose is to make infrastructure resilience understandable, locally relevant, and actionable, rather than to promote GRIT as an organization.
