Description

The Department of the Treasury's Office of Foreign Assets Control (OFAC) is amending the Cuban Assets Control Regulations to implement portions of the President's foreign policy toward Cuba, including the 2025 NSPM-5. The final rule prohibits indirect financial transactions with entities or subentities on the Cuba Restricted List and amends other financial transaction authorizations, including removing the authorization for U-Turn transactions. It also amends travel-related authorizations, including removing authorizations for group people-to-people travel and professional meetings in Cuba. The rule is effective September 30, 2026.
