Description

FMCSA provisionally renews and consolidates two exemptions previously granted to Cleveland-Cliffs Steel LLC from certain hours-of-service and parts and accessories requirements of the Federal Motor Carrier Safety Regulations. The exemptions cover employee-drivers with commercial driver’s licenses transporting steel coils or scrap metal between the company’s production and shipping locations, allowing up to 16 consecutive hours in a duty period and return to work after at least 8 hours off duty when necessary. The renewal also permits specialized coil-carrier vehicles to operate despite specified requirements concerning trailer classification, rear side-marker lamp height, tire loading, and metal-coil cargo securement; these parts-and-accessories exemptions do not apply to scrap trucks. The provisional exemption is effective September 23, 2026, through March 23, 2027, unless revoked earlier, and FMCSA requests comments by October 30, 2026.
