NAVAIR awarded a sole-source contract to sustain EMALS Energy Storage Subsystems aboard Ford-class aircraft carriers. - Government buyer: Department of the Navy, Naval Air Systems Command (NAVAIR), NAVAIR Procurement Group. - Award and value: Five-year-ordering-period IDIQ contract valued at $49,260,781. - OEM: Kato is the sole-source provider, based on its access to required technical data and the cost and schedule risks of qualifying another source. - Other companies named: General Atomics and Begini Howard Private Equity LLC responded to a sources-sought notice; only Kato provided the requested follow-up information. Their responses do not establish them as awardees or OEMs for this system. - Requested sustainment services: Engineering, configuration management, Diminishing Manufacturing Sources and Material Shortages (DMSMS) management, repairs and overhauls, logistics and technical support, in-service and product support, and life-cycle sustainment. - Alternate-source considerations: Potential development would involve non-recurring engineering, tooling, prototype manufacturing, testing, and qualification. The justification estimates at least nine years to establish and qualify a new source, compared with a three-year production lead time. - Planned work locations: Mankato, Minnesota (80%); Portsmouth, Virginia (18%); and Lakehurst, New Jersey (2%).
