Massport is seeking an operator for a prohibited-items mail-back concession at Boston Logan International Airport. - Government buyer: Massachusetts Port Authority (Massport), Goods & Services; Massport owns and operates Boston Logan International Airport. - Requested service: One non-exclusive concession to develop, install, operate, and manage a passenger mail-back program in pre-security areas of Terminals A, B, C, and E. It serves travelers with items barred at TSA checkpoints but otherwise legal to possess or ship. - Operating requirements: Provide and maintain mail-back units; manage transition and continuity of service, cleaning, item pickup, and customer service; offer a 24/7 emergency contact. Units must be serviced within 24 hours of a report and replaced if they cannot be repaired within 48 hours. - Commercial model: The operator may charge passengers service fees and pays Massport a concession fee based on a percentage of gross revenue. Pricing should provide customer value while supporting a reasonable operator return and Massport revenue. - Products and quantities: New mail-back units are required, but no manufacturer, model, part number, or quantity is specified. No other products are listed. - OEMs and vendors: No OEM or concession operator is named. RSG is named in an attached Logan passenger ground-access survey report, which is background material and not a requested service or identified concession vendor. - Term: Maximum five-year concession; the agreement may be terminated by Massport on 120 days’ written notice. No option years are identified. - Reference attachment: The package also includes a completed passenger ground-access survey report; it is not part of the mail-back concession scope.
