CBP is pursuing a sole-source task order for detainee transportation and guard services across the Southwest Arizona and California Corridor. - Agency and procurement approach: U.S. Customs and Border Protection (CBP), within the Department of Homeland Security, intends to limit competition under GSA Schedule contract GS-07F-072GA. This is a planned sole-source action, not a reported award. - Services sought: Armed and unarmed detainee ground transportation, medical and facility guard services, and detainee movement and security in the Tucson, Yuma, El Centro, and San Diego Border Patrol Sectors. - Operational requirements: Transportation officers must be certified and armed where required. Vehicles must have detention packages, cameras, and communications systems. The services support detainee movement and allow Border Patrol agents to focus on law-enforcement duties. - Incumbent and rationale: The justification identifies ISS Action, Inc. as the only known provider with immediate operational capacity, citing equipped vehicles, approximately 130 cleared and trained drivers and guards, 24/7 dispatch, and established sector procedures. CBP says the specialized requirement requires substantial preparation and ramp-up. - Timing: The 2026 bridge task order with ISS Action remains in effect through September 29, 2026. The attachment says a new Blanket Purchase Agreement was issued on August 31, 2026, and transition to a new contractor is expected to take 90 days. The notice does not specify a new task order's start or end dates.

Description

Customs & Border Protection (CBP) intends to limit the number sources solicited pursuant to GSAR 538.7104-3 by awarding a sole source task order. Currently, only one source is capable of providing the services required to provide ground transportation and facility guard services with certified, armed transportation officers and vehicles outfitted with detention packages, camera systems and communication systems. CBP has a highly technical requirement which entails a significant amount of preparation and ramp up to be able to fully operate. A sole source task order will be awarded against GSA schedule contract, GS-07F-072GA, to contractor ISS Action Inc. who is already certified, licensed, and operating the ground transportation and guard services as required by CBP.
