The County of Orange is seeking a licensed Foster Family Agency to operate two Resource Family Homes at its Tustin Family Campus. - Buyer: County of Orange, Social Services Agency (SSA); offices identified include Contracts Services, Procurement and Contract Services, and SSA/Facilities Services. - Service requested: Operate and support two County-owned homes for foster children from birth to under 18, with a priority on keeping sibling groups together. Services should include trauma-informed and culturally responsive care, safety and emergency response, and transition planning. - Notable performance requirements: A minimum 90% referral-acceptance target and written decisions on at least 90% of referrals within three business days. No minimum referral volume is guaranteed. Additional placements are subject to County discretion and state licensing approval. - Provider qualifications: The provider must be a nonprofit Foster Family Agency licensed by the California Department of Social Services Community Care Licensing Division, have at least five consecutive recent years of relevant experience, and be located in or able to establish an office in Orange County. Qualified, screened staff and extensive reporting and privacy/cybersecurity safeguards are required. - Facility arrangement: The County offers rent-free use of two homes at Tustin Family Campus, totaling 9,194 rentable square feet, with three shared, non-exclusive parking spaces. A separate license governs facility use. - OEMs and vendors: No product manufacturers, OEMs, commercial vendors, or contractor are named; this is a human-services procurement, not a product purchase. CDSS and CCLD are identified as state licensing authorities, not vendors. - Contract structure: One anticipated three-year service agreement with a possible two-year renewal by mutual agreement, subject to performance and funding. Reimbursement is monthly in arrears at the applicable state-negotiated specialized rate, capped at the Intensive Foster Care Services rate per child per month.

Description

The County of Orange Social Services Agency is seeking proposals from qualified Foster Family Agency organizations to operate and support approved Resource Family Homes at the Tustin Family Campus. The program serves foster children under age 18, with an emphasis on keeping sibling groups together in two County-owned homes, each serving up to six children. The selected agency will operate both homes and provide intensive support to Resource Families, including behavioral and mental-health support, family finding and engagement, transportation, visitation facilitation, childcare, respite, and enhanced training. The intended contract term is three years, approximately July 1, 2027 through June 30, 2030, with a possible two-year renewal at the County’s discretion.
