Utah is seeking an independent consultant to evaluate Regionally Significant Development Zone proposals and recommend whether they should be approved, modified, or rejected. - Government buyer: State of Utah Division of Purchasing; conducting unit is the Governor’s Office of Economic Development/Economic Opportunity (GOED). - Requested service: On-retainer evaluation of Regionally Significant Development Zone (RSDZ) applications for Transit-Oriented, First Home Village, and Economic Development Opportunity zones. No products or part-numbered items are requested. - Evaluation work: Audit applicant financial projections and development pro formas; test market assumptions, tax-increment capture, debt capacity, and the need and sizing of public assistance; assess regional benefits, resident and existing-increment impacts, jobs-housing balance, and statutory compliance. For large-load data-center proposals, review electrical infrastructure, energy access, and water suitability. - Deliverables and workload: Provide a written analysis and formal technical recommendation, with supporting findings and potential approval conditions or public-benefit measures. GOED anticipates about five engagements per year, but volume is not guaranteed. Each engagement is capped at $20,000. - Timing and independence: Each study is generally due within 45 calendar days of receiving the full proposal, with a possible 30-day extension; a progress update is due after three weeks. The consultant must disclose conflicts and cannot advise the proposing municipality or county or another financially interested party. - Named OEMs / restricted sources: Huawei Technologies Company and ZTE Corporation are named as restricted-source entities, including their subsidiaries and affiliates. They are not requested providers; the solicitation requires certification that offered services and goods do not come from them. - Contract horizon: Retainer term may not exceed five years.

Description

The State of Utah is seeking statements of qualifications from independent consultants to evaluate proposals for Regionally Significant Development Zones (RSDZs). Work includes forensic review of applicants’ financial projections, market and tax-increment analyses, assessment of regional impacts and statutory requirements, and a written report with findings and a recommendation for each application. Studies are due within 45 days after the proposal is sent to the consultant, with an update partway through the work; the contract term is not to exceed five years. The per-engagement fee is capped at $20,000, and vendors must not include pricing with their qualifications.
