Roswell Park is seeking an enterprise-wide staffing program and managed service provider for temporary, clinical, professional, and leadership recruitment needs. - Buyer: Roswell Park Cancer Institute Corp. / Roswell Park Comprehensive Cancer Center, through Supply Chain Management, in Buffalo, New York. - OEMs and named vendors: No OEMs, staffing vendors, or specific technology providers are named; no products with part numbers are requested. - Requested services and approximate annual staffing levels: - Locum tenens and allied health: approximately 6 FTEs, including physicians, advanced practice providers, pharmacists, therapists, and technicians. - Non-clinical and professional staffing: approximately 40 FTEs across administration, IT, finance and revenue cycle, supply chain, facilities, and clinical support. - Executive and faculty interim placement and search: approximately 3 FTEs, including executive and physician leadership, academic and research faculty, and specialized placements. - MSP program administration and technology: coordinate suppliers and requisitions, track candidates, support credentialing and onboarding, and provide reporting, rate benchmarking, spend controls, and analytics. - Key requirements: healthcare staffing experience; compliant screening, credential verification, onboarding, and audit-ready records; controlled rates, markups, and conversion policies; and compliance with New York State procurement and EEO rules, HIPAA, privacy, cybersecurity, confidentiality, and applicable Joint Commission standards for clinical staffing. Offshore resources are not anticipated for work involving protected or confidential information or Roswell Park systems; vendors must disclose AI use. - Attachment B seeks staffing performance metrics by specialty and location, including requests, positions filled, average time to fill, average time to candidate submission, and fill rate. - Term: five-year initial term with two successive one-year renewals, for a potential seven years. Pricing is firm for the first year; later annual adjustments are capped at the lesser of CPI or 3%, with notice. - Roswell Park may make single, multiple, partial, or no awards. The addendum identifies RFP 27-08 for direct staffing agency awards as a separate procurement.

Description

Roswell Park Comprehensive Cancer Center is seeking proposals from qualified Managed Service Providers to deliver an enterprise-wide temporary staffing solution covering locum tenens/allied health, non-clinical/professional staffing, and executive and faculty interim placement and search services. The expected annual scope is approximately 6 FTEs for locum tenens/allied health, 40 FTEs for non-clinical/professional staffing, and 3 FTEs for executive and faculty services. The MSP will manage staffing vendors and related processes, including requisition intake, candidate tracking, reporting, rate benchmarking, spend analytics, credentialing coordination, and onboarding support. Roswell Park may award a single MSP, make partial or multiple awards, or make no award under this RFP.
