The Brazos River Authority (BRA) is seeking a financial institution to provide its primary depository banking and related treasury services. - Government buyer: Brazos River Authority (BRA), Finance Department; a Texas special district serving the Waco area. - Named banks, vendors, and platforms: Wells Fargo Bank is the current depository bank, not a selected provider. ADP provides fully funded payroll; Tyler Munis supports accounts payable and the general ledger; TruePoint supports accounts receivable and billing. No new provider has been selected. - Services requested: Primary deposit and account services; online banking and reporting, including BAI2 files and Excel exports; ACH and domestic wires; remote deposit capture using BRA-owned scanners; positive pay, payee validation, ACH fraud filtering, and check reconciliation; EDI and integrated payables options; and securities safekeeping, DVP transaction support, and investment-related wires and delivery. - Collateral and operating requirements: The bank must have a main or branch office within Waco’s municipal boundaries. Deposits must be collateralized under applicable Texas requirements and BRA policy, held by an acceptable independent custodian, and monitored daily. The bank must support collateral reporting, trade confirmations within one business day, and securities transaction reporting. A 90-day termination notice is described. - Estimated banking activity: The fee schedule includes monthly activity volumes for account, deposit, check, ACH, wire, reporting, and sweep services. Average sweep balances are approximately $4.7 million and balances may temporarily exceed $25 million. These are service volumes and balances, not a stated contract value. - Payroll: BRA uses a fully funded payroll service and does not originate payroll ACH files through its depository bank.

Description

The Brazos River Authority is requesting proposals from qualified financial institutions to provide primary depository services. The scope includes depository banking services and the RFP materials describe related requirements such as banking transactions, collateralization, and safekeeping services.
