Replace Two HVAC Systems at Planet Ranch Conservation Area Bunkhouses

The Bureau of Reclamation is seeking replacement HVAC systems for two bunkhouses at Planet Ranch Conservation Area near Parker, Arizona. - Government buyer: U.S. Department of the Interior, Bureau of Reclamation, Lower Colorado Region / Lower Colorado River Multi-Species Conservation Program, Regional Office. - OEM identified: Carrier — the existing rooftop systems are Carrier models 50VT-A60---31TP (Building 100) and 50VT-A48---31TP (Building 200). The solicitation does not require that the replacement systems be Carrier. - Scope: Replace two existing rooftop HVAC systems serving buildings of approximately 3,000 and 2,400 square feet with ground-mounted electric dual-heat and air-conditioning systems, including compatible coils, air handlers, ductwork, piping, electrical work, concrete pads, roof repairs, testing, and disposal. - Main quantities: 2 HVAC units, 2 evaporator coils, 2 air handlers, 600 LF of insulated metal ductwork, 150 LF of HVAC piping, 30 lb of refrigerant, 2 electrical disconnect boxes, 30 LF of electrical wiring, 1 CY of concrete, 32 SQFT of reinforcement, 4 plywood sheets, and 128 SQFT each of weather shielding, underlayment, and shingles. - Important requirements: New systems must have capacity and power compatibility comparable to the existing systems and be Energy Star rated and/or meet FEMP requirements. Ductwork must be insulated metal to reduce animal damage. Each concrete equipment pad must be at least 48 x 48 x 6 inches, with 3,000–4,000 psi compressive strength. - Site and work considerations: The site is remote and reached by an unpaved road that may be affected by conditions. Contractors may stay in the existing bunkhouses, and a government-furnished telehandler is available to assist with rooftop-unit removal. Work includes roof repair, cleanup, and restoration of disturbed areas; safety, site/security, and cultural-resource protection requirements also apply. - Price schedule services: Mobilization and demobilization (CLIN 1003), removal and disposal of existing HVAC systems (CLIN 1004), and installation of new HVAC systems (CLIN 1005), each priced as a lump sum. - Estimated project value: $100,000–$200,000. The opportunity is a 100% small-business set-aside.

Description

Planet Ranch Conservation Area HVAC ReplacementThe Bureau of Reclamation (Reclamation), Lower Colorado Basin, Multi-Species Conservation Program (MSCP), has a requirement to replace two existing HVAC systems on two bunk houses at Planet Ranch Conservation Area (PRCA). PRCA is located in a remote area outside of Parker, Arizona along the Bill Williams River. Access to the site is via an unpaved, sometimes primitive road that may be affected by weather and local conditions. Contractors should plan accordingly for transportation of personnel, materials, and equipment. Building 1 is approximately 3,000 square feet and Building 2 is approximately 2,400 square feet. Both buildings are single story houses. To support onsite work, contractors will have the option to stay in the existing bunk houses for the duration of the HVAC replacement activities. Government-furnished heavy equipment, including a telehandler, will be available onsite for use in removing the two existing HVAC units from the roof. This equipment may be used by the contractor in accordance with Reclamation's standards for government-furnished property.This requirement is 100% set-aside for small businesses. The applicable North American Industry Classification System (NAICS) Code 238220, Plumbing, Heating, and Air-Conditioning Contractors with a corresponding small business size standard of $19M. The magnitude of this construction project is between $100,000.00 and $200,000.00.This requirement will be solicited and awarded using the methods outlined in FAR Part 36, Construction Contracts, and FAR Part 13, Simplified Acquisitions. The Government contemplated award of one firm-fixed price purchase order.
