Sources Sought Notice Market Research

NASA/ (Marshall Space Flight Center and MSFC) is hereby soliciting information from potential sources for a acquisition requirement of a Brand Name or Equal to Wisconsin Oven Electrically Heated Batch Walk-In Series Oven, a Model Batch-8/16/8-E10/RM, with installation and training at NASA Marshall Space Flight Center (MSFC). The composite thermoplastic oven is designed to support controlled thermal processing of composite materials and components.

The National Aeronautics and Space Administration (NASA) MSFC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses (SB) and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Composite Thermoplastic Oven. Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) business set-aside based on responses received.

Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA’s market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for:

1. SB Subcontracting goals;

2 Barriers that may limit SB participation, such as certifications, unique technical requirements, security needs, specialized tools, or high-risk performance areas and/or

3. Strategies to increase SB participation, including:

• Breaking requirements into smaller components

• Identifying areas appropriate for subcontracting

• Considering teaming or mentor protégé approaches

NASA Marshall Space Flight Center (MSFC) seeks information from vendors capable of providing an oven system that meets or exceeds the following minimum requirements:

Maximum temperature: 1,000°F; normal operating range: 500°F–900°F; minimum 225°F above ambient Temperature uniformity: ±15°F at 900°F, verified by a 15-point profile test Chamber dimensions: 8'0" x 16'0" x 8'0"; overall approx. 12'6" x 20'0" x 15'0" Construction: “CAN” style, 6" insulation (2" ceramic blanket + 4" industrial board), 3/16" carbon steel outer shell, 18 gauge aluminized steel inner shell/ductwork Doors: bi-parting, side-hinged, horizontal swing, FM approved safety latches, window, door limit switch Oven floor: reinforced, insulated, fork truck compatible Recirculation: 25,000 CFM @ 25 HP, NEMA Premium Efficiency, roof mounted, vertical airflow, safety switch Exhaust: 1,500 CFM @ 1 HP, motor-operated dampers, Class A rated, safety switch Heating: 408 kW, incoloy sheathed elements, SCR power control, backup contactors Controls: UL/NEMA enclosure, Watlow F4T or equivalent, PID control, FM approved high limit, IEC starters, fused circuits, blower interlocks, main power disconnect Lighting: two interior lights Rotating mechanism: rear-mounted, 2–10 RPM, rotary thrust device, AC drive, alarm Vacuum piping: eight stubs, main manifold, transducers TC jack panel: ten position type “K” Compliance: NEC, NFPA 79 & 86 Utilities: 480V, 3-phase, 60Hz, ~540 amps Paint: Federal Safety Blue, gray, OSHA yellow, unpainted piping/conduit Testing: pre-shipment operation, safety checks, uniformity survey, customer inspection Warranty: minimum 3 years, covers all materials/components (except wear items), labor for defects Customized filament winding cart that fits the inside of the oven Customs filament winding 3-inch rotational chuck Installation and training on site Shipping included The other things needed were the documentation to be included with the 15-point profile test done A window on the doors The USB port for downloading data on the control system Ethernet USB communication abilities, Including not only vacuum ports but also “four (4) active (each a 1/2" NPT BI pipe w/ male threaded end on the interior and a shut-off cock on the exterior); the stubs will be piped to a main vacuum manifold (1- ¼" NPT BI pipe w/ male ends”.
