Sole-source bone densitometry/DEXA training for Iowa City VAMC

The Department of Veterans Affairs is considering a sole-source purchase of one day of bone densitometry/DEXA training at the Iowa City VAMC. - Agency and location: Department of Veterans Affairs, Network Contracting Office 23; Iowa City VA Medical Center Medical Imaging Department. - Requirement: One day of in-hospital training for VA technologists to perform fully diagnostic, interpretable Bone Density/DEXA examinations and understand the equipment and exam procedures. - Intended source and OEM: GE Healthcare is identified as the intended sole-source purchase; Probo Medical/Alpha Source Group, Inc. is identified as the training provider, with an Alpha Source Service Team. GE Healthcare manufactures the Lunar/Bone Mineral Densitometry equipment. - Work conditions: The VA will provide the equipment. The vendor may not access VA systems, and must provide documentation that training was completed. - Sole-source basis and value: The attached justification identifies Probo Medical (Alpha Source Inc.) as the only qualified provider and states an estimated amount of $4,500. The notice is not a request for competitive quotations; responses may help the VA determine whether a competitive acquisition is appropriate. - Response information: Potential sources are asked to provide company and contact details, a recent manufacturer-signed authorized-distributor letter, SAM UEI, business size/status, applicable schedule-contract information, and nonmanufacturer-rule status where applicable. Responses are due October 15, 2026, at 10:00 AM Central Time. - Classification: NAICS 611710, with a stated $24 million size standard; PSC U009. - Related service-transition notice: GE Healthcare states that Alpha Source, Inc. is taking over installation, warranty, post-warranty, contract, and hourly billed services for GE Lunar/BMD products in the United States. GE continues to manufacture and sell those products; existing contract prices, entitlements, and end dates are unchanged during the transition.

INTENT TO SOLE SOURCE – 36C26327Q0029 – DESCRIPTION AND INSTRUCTIONS

Department of Veterans Affairs intends to issue a sole source award to GE Healthcare with Alpha Source Service Team for Bone Densitometry Training and Education. This award will be a purchase order for the equipment and under FAR Part 12 of the Revolutionary FAR Overhaul. The NAICS code is 611710 and the size standard is $24 Million. The PSC is U009.

This notice of intent is not a request for competitive quotations.  The Government will consider responses received by the closing date of this notice. Information received will be considered solely for the purpose of determining whether or not to conduct a full and open competitive acquisition or a small business set-aside competitive acquisition. The Government will not pay for any information received in response to this announcement.

If the Government decides to compete this requirement in the open market, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12 of the Revolutionary FAR Overhaul.

A determination to not compete this requirement based upon responses to this notice is solely within the discretion of the Government.

Description of the Requirement:

Employees are to attend one (1) day of in-hospital training and education at the Iowa City VAMC provided by Probo Medical/Alpha Source Group, Inc.  This training and education will allow Technologists to complete fully diagnostic and interpretable Bone Density/DEXA examinations on patients.  Following completion, Technologists will have a complete understanding of the Bone Densitometry equipment and a thorough understanding of how to complete diagnostic Bone Density/DEXA exams. Equipment will be provided by the Iowa City Medical Imaging Department. Vendor will not have access to any of the systems.

Documentation of the completed educational program will be provided to the Iowa City VAMC Medical Imaging Department.

POTENTIAL SOURCES SHALL INCLUDE THE FOLLOWING INFORMATION IN THEIR RESPONSE:

1.            Company name, address, primary contact(s), e-mail address & phone number.

2.            A letter from the manufacturer stating your firm is an authorized distributor of theirs. This letter shall be signed by the manufacturer and dated not more than one year ago.

3.            SAM UEI number.

4.            State if your firm, under the NAICS code, is a large business, small business, service-disabled-veteran-owned small business, veteran-owned small business, HUB zone 8(a), women-owned small business or a small-disadvantaged business.

5.            State if your firm has required items on Schedule (FSS, GSA, SEWP, other…). If so, state the contract number.
