Sole-source IDIQ supply of BEP offset and collector blankets

The Bureau of Engraving and Printing (BEP) plans a sole-source contract for specialized blankets used to print U.S. currency. - Procurement: BEP intends to award I.T.G.-GmbH Graphic Products a noncompetitive, firm-fixed-price indefinite-delivery/indefinite-quantity (IDIQ) contract for offset and collector blankets. - Equipment and use: Blankets are for BEP’s sheet-fed Simultan Offset presses and Super Orlof Intaglio presses at facilities in Washington, DC, and Fort Worth, Texas. - Item identification: BEP stock item 2L002043. The notice does not provide a purchase quantity or specific order quantity. - Key requirements: Comply with BEP’s blanket specification, Revision 2, dated April 29, 2026. Requirements include thickness of 1.68–1.72 mm, width of 849–851 mm, length of 959–961 mm, and a minimum service life exceeding 200,000 impressions. - Deliveries must include certifications, inspection and test reports, and control charts for thickness, length, and width. - Blankets must be protected and packed in wooden boxes containing 100–300 blankets, at the contractor’s discretion. - Competition: BEP states that only one source is reasonably available and that it intends to negotiate with I.T.G.-GmbH Graphic Products. This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Bureau of Engraving & Printing (BEP), Office of Product Development’s intent to award a Firm-Fixed-Price Indefinite Delivery / Indefinite Quantity (IDIQ) contract on a noncompetitive basis to I.T.G.-GmbH Graphic Products (I.T.G.). (UEI: TBEWZ48B3366) of Dachauer STR. 201, München 80637, Germany. Policies and procedures from FAR Part 13.5 will be used. This requirement is for offset/collector blankets IAW the associated Statement of Work (SOW).

The Government intends to negotiate solely with I.T.G. under the authority of FAR 13.106-1(b), due to only one source being reasonably available to meet the Government's needs. The applicable NAICS Code is 326299, and the business size standard is 650 employees. Please be advised the aforementioned information is anticipatory in nature and is not binding.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any responsible source believing that it can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of equipment provided. Interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www.sam.gov. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any costs associated with providing the capability information will be provided by BEP.
