Description

The Treasury Common Services Center (TCSC), Acquisition Services, on behalf of the Bureau of the Fiscal Service (Fiscal Service) has an ongoing need for Lyris (AEM) ListManager Platinum Success Software.

Lyris AEM ListManager Platinum Success Software is a mission-critical component of the Bureau of the Fiscal Service’s Treasury debt auction process, providing the automated and time-sensitive distribution of U.S. Treasury auction results to Government stakeholders, major financial institutions, and global financial market participants. The software is directly integrated with Treasury’s existing auction system and enables auction results to be distributed accurately and reliably within required notification timeframes.

The Government’s market research identified no alternative solution capable of serving as a direct replacement within the existing environment without significant system modifications, integration, testing, and validation. Market research further indicates that SHI International Corp. is the only source identified as allowed by the manufacturer to provide the required Lyris AEM ListManager Platinum Success Software to meet the period of performance requirements. Accordingly, continued use of Lyris ListManager and acquisition from SHI International Corp. are necessary to maintain uninterrupted auction notification capabilities and avoid unacceptable operational risk, delays, or disruption to the timely dissemination of U.S. Treasury debt auction results.

Fiscal Service intends to purchase one annual Lyris AEM ListManager Platinum Success software license, Part No. Lyr-OP-Lis-PLA. The applicable PSC is 7A21. The period of performance is September 30, 2026, through September 29, 2027.

NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.

Fiscal Service will consider written responses received no later than 5:00 PM EST September 29, 2026. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: AJohnson/EMarshall, SS-FSA- 26-063. Vendor responses must include sufficient evidence that clearly shows the proposed product is capable of meeting all of the characteristics of the services needed and described above. If no written response is received that clearly demonstrates an ability to meet all requirements and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to Shi International, Corp / UEI CEFCD41CLDJ8.

Qualified contractors must provide the following:

1. The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses.

2. Whether your product is available through a government contract vehicle or Open Market.

3. A narrative description of how your proposed product/solution meets all of the characteristics needed for the subscription. Responses must provide objective technical evidence demonstrating how the proposed product satisfies every minimum Government requirement. General marketing literature, brochures, or unsupported claims of equivalency will not be considered sufficient.

4. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for.

5. UEI Number.

6. Vendors shall provide product specifications, technical documentation, and other supporting evidence for each claim of compliance. Unsupported assertions will not be considered.

7. The Government seeks an existing commercially available solution. Planned enhancements, future development, custom programming, or product roadmaps will not satisfy the Government's minimum requirements.

8. Responses must demonstrate the ability to satisfy all minimum requirements. Partial capability or alternative approaches that require modification of the Government's requirements will not be considered equivalent.

9. The Government will evaluate responses solely to determine whether a responsible source exists capable of meeting all minimum requirements. This Special Notice is not a competitive solicitation.

10. Pricing information is neither requested nor will it be evaluated in response to this Special Notice.

The following file extensions are not allowable, and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files.

Microsoft Office compatible documents are acceptable.

No other information regarding this Special Notice will be provided at this time.

This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
