Army RFI for Up to Nine HEMP-Hardened X-Band Fixed SATCOM Terminals

The U.S. Army is seeking industry input on up to nine HEMP-hardened fixed SATCOM terminals and supporting services. - Government buyer: U.S. Army, Army Contracting Command (ACC), Aberdeen Proving Ground (APG); requirement managed by Product Manager Wideband Enterprise Satellite Systems (PdM WESS), identified in the attachment with Fort Belvoir, Virginia. - Requirement: Produce, install, and maintain up to nine medium fixed Satellite Communications (SATCOM) Earth Terminals for installation in the continental United States. - Terminals must operate in X Band and support selective polarization. - Required compliance: MIL-STD 188-164C with Change 2 and MIL-STD 188-125A Revision A. - OEMs and vendors: No OEMs, manufacturers, or vendors are named in the notice or attachment. - Line items: Nine HEMP-hardened medium fixed SATCOM Earth Terminals; production, installation, and sustainment support are also requested, with no separate service quantity specified. - Performance period: Anticipated period is up to five years after award; each delivery order may allow up to two years for delivery.

REQUEST FOR INFORMATION (RFI)

For our Mission Partner:  Product Manager for Wideband Enterprise Satellite Systems (PdM WESS)

Under Solicitation No. W15P7T-27-R-HMFT

DESCRIPTION

Product Manager Wideband Enterprise Satellite Systems (PdM WESS) is seeking information on companies with a comprehensive background in producing, installing and maintaining up to a quantity of nine state-of-the-art High Altitude Electromagnetic Pulse (HEMP) hardened medium fixed Satellite Communications Earth Terminals.  PdM WESS is tentatively planning to acquire these terminals to be installed within the continental United States.  The Government tentatively plans to issue a solicitation for a HEMP Hardened Medium Fixed SATCOM Terminal that operates in X Band, with selective polarization operation.  The North American Industry Classification System Code (NAICS) for this requirement is 517410: Satellite Telecommunications.

Synopsis:

Request for Information (RFI) for a potential requirement for production, installation and sustainment support of high-altitude electromagnetic pulse (HEMP) hardened satellite communications terminals.

This is an RFI only.  This notice is issued solely for information and planning purposes and does not constitute a Request For Proposal (RFP) or a promise to issue an RFP in the future.  The information provided in this notice is subject to change and is not binding on the government. 

QUESTIONS

Respondents who submit questions in response to the RFI, are requested to use Attachment 0001 “RFI Question Template.” The completed question template should be attached to the email as an Excel document.
