The U.S. Army is conducting market research for refrigerated equipment and freight transportation support in Colombia and Ecuador. - Buyer: Department of the Army, Mission Installation Contracting Command, 410th Contracting Support Battalion (CSB). - Opportunity: Sources sought for refrigerated containers, refrigerated cargo vans, and line haul services; no quantities, part numbers, or specific OEMs or vendors are identified. - Products requested: - 20-foot high-cube refrigerated intermodal ISO containers for stationary or semi-permanent bulk storage. - 40-foot high-cube refrigerated intermodal ISO containers for stationary or semi-permanent bulk storage. - Class 2–4 refrigerated cargo or panel vans, or light cab-chassis box trucks, for cold-chain transport. - Services requested: Scheduled, on-demand, and surge line haul transportation of palletized freight, bulk materials, high-value sensitive cargo, and mission-critical supplies between regional depots, vendor sites, and designated locations in Colombia and Ecuador. - Notable requirements: Vendors are asked to describe equipment availability, make and model, age profile, lead times, maintenance and field support, certified technicians and authorized maintenance partners in both countries, regional presence and depot locations, and relevant past performance.

Description

THIS IS A SOURCES SOUGHT NOTICE ISSUED FOR MARKET RESEARCH PURPOSES ONLY in accordance with Federal Acquisition Regulation (FAR) Part 10. THIS IS NOT A SOLICITATION, REQUEST FOR QUOTATION (RFQ), OR REQUEST FOR PROPOSAL (RFP).

The Government is conducting market research to explore solutions across multiple operational modalities in the Republic of Colombia and the Republic of Ecuador.

Category 1 (Stationary / Semi-Permanent Storage): Refrigerated Intermodal ISO Containers (Example "Reefer Containers" – 20-foot and 40-foot High Cube units) for bulk ground storage.

Category 2 (Mobile Distribution): Refrigerated Cargo Vans (Example "Reefer Vans" – Class 2–4 cargo/panel vans or light cab-chassis box trucks) for cold-chain transit across urban centers, mountainous corridors, and rural operational zones.

Category 3 (Line haul Services): Scheduled, on-demand, and surge Line Haul Freight Transportation Services. The intended services encompass moving palletized general freight, bulk materials, high-value sensitive cargo, and mission-critical supplies between regional distribution depots, vendor sites, and/or other designated locations.

CAPABILITY STATEMENT SUBMISSION REQUIREMENTS

Interested parties are requested to submit a concise Capability Statement (not to exceed 5 pages, excluding technical spec sheets and cut sheets) containing the following sections:

Part A: Corporate and Administrative Profile

Company Profile: Corporate Legal Name, DBA, CAGE / NCAGE Code, SAM.gov UEI, primary office address, and primary point of contact (Name, Title, Email, Phone). Offer Modality: Specify whether responding for Category 1 (Containers), Category 2 (Vans), Category 3 (Line Haul Services), or multiple offers. Regional Presence: Detail your physical footprint, depot locations, authorized service facilities, or local teaming/subcontractor arrangements in Colombia and Ecuador.

Part B: Technical Capabilities & Equipment Specifications

Product Availability: Detail make, model, age profile (new vs. certified refurbished), lead times, and technical specifications for containers and/or vehicles available for deployment. Maintenance & Field Support: Locations of certified technicians and authorized maintenance partners in Colombia and Ecuador capable of servicing cooling machinery and vehicle chassis. Past Performance: If available, include any relevant past performance.
