NAVFAC EURAFCENT is extending the Mini MACC construction contract ordering period at Naval Support Activity Bahrain to maintain continuity of critical construction services. - Action: Extend the existing Mini Multiple Award Construction Contract (Mini MACC) IDIQ ordering period for 12 months, from September 2, 2026, through September 1, 2027. - Scope: General construction services, including design-build and design-bid-build, renovation, alteration, repair, utilities, demolition, and force-protection projects at NSA Bahrain and associated areas. - Value and capacity: The extension does not increase the original $95 million contract ceiling. Approximately $44 million in contract capacity remains available; this is not a stated new funding commitment. - Reason for extension: The action is justified by unusual and compelling urgency under 10 U.S.C. ยง 3204(a)(2). It is intended to prevent a lapse in services supporting emergency repairs and mission needs at NSA Bahrain while a competitive follow-on contract is delayed. - Contractors identified: Liberal Construction, LLC; Consorzio Continental Socconsortile A R; RocKs GMBH; Kooheji Contractors; and Macro Vantage Levant DMCC. - Procurement status: This is an administrative bridge extension, not a request for new products or services.

Description

The Naval Facilities Engineering Systems Command, Europe Africa Central (NAVFAC EURAFCENT) intends to extend the ordering period for the Mini Multiple Award Construction Contract (Mini MACC) for an additional 12 months, from September 2, 2026, to September 1, 2027. This is a bridge action and does not increase the original $95 million contract ceiling. The extension will utilize the remaining contract capacity of approximately $44 million.

Incumbent Contractors:

Liberal Construction, LLC Consorzio Continental Socconsortile A R RocKs GMBH Kooheji Contractors Macro Vantage Levant DMCC

Justification: The extension is required due to "unusual and compelling urgency" under the authority of 10 U.S.C. § 3204(a)(2).

Critical Mission Impact: A lapse in construction services at NSA Bahrain, the forward headquarters of the U.S. Fifth Fleet, would result in an unacceptable inability to perform emergency repairs and would degrade U.S. national security during a period of heightened operational activity in the region. Procurement Delays: The procurement of a long-term, competitive follow-on contract has been severely impacted by unforeseen events and the reassignment of key personnel to support critical operational priorities ("Operation Epic Fury"). Impracticality of Alternatives: Awarding a new contract vehicle at this time would cause an unavoidable and mission-critical delay of several months due to security, legal, and logistical requirements in Bahrain.

This bridge action is necessary to provide the time required to complete the full and open competition for the follow-on MACC without incurring a dangerous gap in critical construction services.
