The Commonwealth of Massachusetts Executive Office of Technology Services and Security (EOTSS) is seeking professional services to support and maintain the Accela Software Suite for multiple state agencies. - Government Buyer: - Commonwealth of Massachusetts, Executive Office of Technology Services and Security (EOTSS), Information Technology Division - OEM Highlight: - Accela is the sole Original Equipment Manufacturer (OEM) referenced for the software platform - Vendors: - Only vendors on Statewide Contracts ITS81 (Project Services and GIS) and ITS86 Category 1 (Software and Service) are eligible - Products/Services Requested: - Accela Software Solution (licensing, permitting, certificate management suite) - Accela Software Support and Professional Services, including: - Issue resolution, configuration, scripting, reporting - Operational support, project management, integration, data conversion - Custom interface development, testing (unit, integration, user acceptance, performance, regression) - Production implementation, documentation, legislative change response, training - Collaboration with Accela SaaS team - Notable Requirements: - Transition from on-premises to SaaS version of Accela - Bidders must demonstrate experience with Accela and Agile methodology - Hourly rates must be valid for at least three years, with a maximum 3% annual increase - Onboarding of new agencies via separate task orders - Bidders must provide estimates for response times to operational issues - Fixed-price support and time/materials or fixed-price task orders for professional services - Agencies Served: - Alcoholic Beverage Control Commission (ABCC) - Division of Labor Standards (DLS) - Massachusetts Department of Transportation (DOT) - Department of Professional Licensure (DOL) - Additional agencies may be added in the future
