The City of Charleston Department of Stormwater Management is seeking qualified construction contractors for major infrastructure improvements in the Dupont-Wappoo Watershed. - Government Buyer: - City of Charleston, Department of Stormwater Management - Project managed by Mr. Matthew Fountain, P.E. & P.G., Director - Scope of Work: - Demolition and removal of existing storm drains, curbs, gutters, driveways, aprons, sidewalks, and trees - Installation of new storm drain pipes and structures (including reinforced concrete pipes in sizes 12"–48") - Excavation and grading of drainage channels, ditch improvements, and import of engineered fill and topsoil - Water and sanitary sewer line relocation, gas main replacement, and hydrant assembly installation - Construction of new curbs, gutters, sidewalks (ADA-compliant), driveway aprons, and driveways - Milling and resurfacing of roadways, crosswalk striping, and traffic control - Installation of sediment and erosion control devices (silt fence, sediment tubes, erosion control blankets) - Removal and replacement of chain link fences, mailbox relocation, and tree protection barricades - Site restoration, permanent grassing/seeding, and as-built record drawings - Survey and geotechnical investigation services (channel slope recommendations, soil stabilization) - Notable Requirements: - Compliance with City’s Small Business Enterprise (SBE) program (20% participation target) - Adherence to SCDOT encroachment permit and stormwater management approvals - Strict technical specifications for ADA compliance, geotechnical recommendations, and SCDOT traffic control - Liquidated damages of $500/day for delays beyond 200-day contract duration - OEMs and Vendors: - No specific OEMs or product manufacturers are named; opportunity is open to qualified construction contractors - Products/Services Requested: - Extensive list of construction line items including removal and installation of various sizes of reinforced concrete pipes, junction boxes, inlets, headwalls, driveway and sidewalk materials, erosion control products, and water/sewer infrastructure - Geotechnical and soils investigation services - Traffic control and site restoration services - Unique Requirements: - Project must meet ADA standards for sidewalks - Channel slopes must be maintained at 2:1 and stabilized with clayey sands and vegetation - SBE participation and compliance with state/local permits are mandatory

Description

The City of Charleston is soliciting bid proposals for construction services related to infrastructure improvements in the Dupont-Wappoo Watershed. The project scope includes demolition of existing storm drain, curb and gutter, driveway aprons, driveways, and trees; installation of storm drain pipes and structures; excavation and grading of an existing open drainage channel; adjustment and installation of water appurtenances; relocation of water and sanitary sewer service lines; installation of curb and gutter, sidewalk, driveway aprons, and driveways; milling and surfacing with traffic control markings; removal and replacement of fences; installation of sediment and erosion control devices; clearing and grubbing; restoration of disturbed areas; traffic control; and preparation of as-built record drawings.
