NASA Marshall Space Flight Center is seeking the development and delivery of sixteen Six-Degree-of-Freedom (6-DOF) Thrust Measurement System load cells for liquid rocket engine hot-fire testing. - Procurement Details: - Total of sixteen load cells required: - Fourteen with 3,000 lbf capacity - Two with 10,000 lbf capacity - Load cells must measure thrust in six directions (6-DOF) - Strict accuracy, environmental, and mechanical specifications - NIST-traceable calibration required for each load cell - OEM contractor must perform at least 75% of work in-house - Deliverables: - Load cells (16 units) - Calibration certificates (16 units) - Certificate of Conformance (16 units) - Interface Control Document (ICD) - Test data package - Datasheets and mechanical drawings - Performance & Delivery: - Delivery required within 15 weeks of contract award - Contract period: September 29, 2026 – March 1, 2027 (approx. 5 months) - Progress reports required throughout period - Sole Source Intent: - NASA intends to award to INTERFACE INC as sole source - Other vendors may submit capability statements to challenge sole source determination - NAICS code: 334519 (Other Measuring and Controlling Device Manufacturing) - Commercial Opportunity: - Potential for competition if other qualified OEMs respond - High technical requirements favor specialized manufacturers - Attachments detail technical specifications and documentation requirements

NASA/NSSC has a requirement for Six-Degree-of-Freedom 10k lbf Thrust Measurement System Load Cell Development 

NASA/NSSC intends to issue a sole source contract to INTERFACE INC under the authority of FAR 12.102(a). It has been determined that INTERFACE INC is the sole provider of Six-Degree-of-Freedom 10k lbf Thrust Measurement System Load Cell Development

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 334519.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 10/1/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

NOTE:  Quotes received in response to this notice will NOT be considered and will not be evaluated by NASA’s Technical End User Team. We are currently only requesting Capability Statements.
