The U.S. Army Corps of Engineers Memphis District is seeking licensed contractors for aerial brushkill and high-definition aerial imagery services across channel corridors in Arkansas and Missouri. - Government Buyer: - U.S. Army Corps of Engineers, Memphis District (MVM) - Scope of Work: - Precise aerial application of approved herbicides by helicopter and/or drone to kill brush and aquatic plants - Acquisition, processing, geo-referencing, and delivery of high-definition digital video imagery over approximately 1,300 miles of channel network - Contractors must furnish all necessary plant, labor, equipment, materials, chemicals, sensors, and software - Products/Services Requested: - SFB Aerial Brushkill Services: 900 acres - MRL Aerial Brushkill Services: 190 acres - SFB Aerial Imagery: 500 miles - MRL Aerial Imagery: quantity not specified - Modification work for both brushkill and imagery services - Unique Requirements: - Use of aerial platforms (helicopter/drone) for herbicide application and imagery collection - Delivery of geo-referenced digital imagery - Areas specified by task order, provided as Google Earth KMZ/KML spatial files - Strict seasonal performance window for brushkill (September to October or first killing frost) - Flexible performance period for imagery (October to September) - No specific OEMs or vendors are named; contractors must supply all required equipment and materials.

Description

Performance Work Statement

The work to be done under these specifications consists of furnishing all plant, labor, equipment, materials, chemicals, sensors, and software, and performing all operations necessary for the accomplishment of:

a. Aerial Brushkill Services: The required kill of tree, brush, and aquatic plant growth by the precise aerial application of approved herbicides by helicopter and/or drone within designated channel corridors.

b. Aerial Imagery & Reconnaissance Survey Services: The acquisition, processing, geo-referencing, and delivery of high definition digital video imagery along designated channel reaches, collected either concurrently during active spraying missions or during dedicated reconnaissance only flight missions, to assist the Government in reviewing channel conditions, bank sloughing, blockages, and vegetation density across approximately 1,300 total miles of channel network.

The specific areas to be treated, surveyed, or both will be clearly identified by the Contracting Officer (KO) or the Contracting Officer’s Representative (COR) via task order issuance and provided Google Earth KMZ/KML spatial files.
