US Coast Guard seeks OEM-certified overhaul services for MH-60T Anti-Ice Valves

The U.S. Coast Guard Aviation Logistics Center (ALC) is seeking quotations for overhaul services of Anti-Ice Valves used on MH-60T aircraft. - Government Buyer: - U.S. Coast Guard Aviation Logistics Center (ALC), Medium Range Recovery Product Line Division, Elizabeth City, NC - OEMs (Original Equipment Manufacturers): - General Electric Company (Cage Code 99207) - Honeywell International (Cage Code 59364) - Vendors must be either the OEM or an OEM-authorized repair facility - Products/Services Requested: - Overhaul of Anti-Ice Valves (NSN: 2995-01-652-3514, P/N: 5066T38G09, Alternate P/N: 3224796-9) - Initial quantity: 4 overhauls - Option for up to 25 additional overhauls (total possible: 29 overhauls) - Teardown, test and evaluation/no fault found (1 unit) - Beyond economic repair/scrap (1 unit) - Unique Requirements: - All work must be performed to OEM specifications, including corrosion removal, parts replacement, and airworthiness certification - Vendors must provide certification of conformance and traceability to the manufacturer - No technical drawings or schematics are available from the agency - Delivery of test/evaluation services required within 15 days of receipt; overhaul delivery date to be determined at award - Firm-fixed price contract with fees for evaluation, overhaul, and BER/scrap - All pricing and item details must be submitted using the provided schedule attachment

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QJ0000367 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). 

The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,250 employees. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency.  

It is anticipated that a firm-fixed price purchase order will be awarded for the overhual of the Anti-Ice Valves on a competitive basis as a result of this synopsis/solicitation. Pricing should be provided on Attachment 1 – Schedule-70Z03826QJ0000367. 

At the time of award, the United States Coast Guard (USCG) intends to have four (4) overhauls completed for the components/items specified in the schedule. The USCG may require an additional quantity of twenty-five (25) overhauls completed for a maximum quantity of twenty-nine (29) overhauls completed at the same price and same lead time as the original order, for up to three hundred and sixty-five (365) days after the initial award date. ****Please note that if the USCG chooses to exercise any optional quantity modifications, such modifications will be issued unilaterally to the contractor.

The Original Equipment Manufacturer (OEM) of this item is General Electric Company (Cage Code 99207) or Honeywell International (Cage Code 59364). All overhauls shall be performed by the OEM or an OEM authorized repair facility.  Concerns that are OEM authorized have the expertise and required capabilities to repair this item are invited to submit offers in accordance with the requirements stipulated in this solicitation. 

The contractor shall furnish a COC in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. COC must be submitted in the format specified in the clause. Offerors must be able to provide necessary certification including traceability to the manufacturer, manufacturer's COC and its own certificate of conformance to ensure parts are in airworthy condition, suitable for installation on USCG aircraft. Prospective vendors who are not the OEM must provide traceability for the offered product back to the manufacturer.
