Buncombe County is seeking qualified vendors to provide emergency shelter support services during emergency operations. - Government Buyer: - Buncombe County (local government) - Services Requested: - General social work wraparound services - Includes substance use/mental health referrals, assessment of social determinants of health, and linkage to community resources - Shelter de-mobilization and resident transition planning - Comprehensive case management, coordination with housing providers, logistical support, and follow-through until safe placement - In-shelter behavior management - Frontline behavioral support, safety enforcement, emotional co-regulation, and crisis management in a trauma-informed manner - Clinical services for residents and staff - Licensed clinicians provide mental health support, crisis intervention, telehealth, and clinical supervision - Staff wellness and critical incident support - Structured debriefings, Critical Incident Stress Management, peer support, and training to prevent burnout - Notable Requirements: - Vendors must demonstrate experience with vulnerable populations, surge staffing, and FEMA compliance - Pricing must be provided as hourly rates for staff classifications - Multiple awards may be made to support 1-3 shelters housing up to 150 residents each - Contract is prepositioned and activated only during emergency shelter needs - No OEMs or product vendors are specified; procurement is focused exclusively on service provision

Description

Buncombe County is seeking one or more qualified vendors capable of providing emergency support services during activation of Buncombe County emergency operations and Mass Care activities. Emergency support services may include general social work wraparound services, de-mobilization/transition planning, in shelter behavior management, and clinical support & debriefing for staff. The County may award contracts to multiple vendors to support operational needs, provide surge capacity, and ensure continuity of service. Vendors may apply for all or a subset of service categories, based on capacity and geographic reach.
