1. Background & Objective

The 47th Flying Training Wing  requires high-impact, custom metal heritage wall art and flag displays for the XL Landings facility at Laughlin Air Force Base. XL Landings serves as a central focal venue for official military ceremonies, student pilot graduations, distinguished visitor receptions, and official wing gatherings. The primary objective of this requirement is to procure, deliver, and mount custom, heavy-duty commercial metal art pieces that enhance XL Landings, visibly showcase Laughlin and Texas regional pride, embody Air Force pilot training heritage, and establish a distinguished, professional visual backdrop for formal wing events and graduation ceremonies. The contractor shall provide all labor, equipment, transportation, materials, specialized mounting hardware, and supervision necessary to fabricate, deliver, and ensure safe installation readiness of the required custom metal wall art pieces. Material Quality: All pieces must be fabricated from premium, heavy-gauge commercial metal (steel or high-grade aluminum), laser or waterjet cut with precision edges, finished with durable architectural-grade powder coating or weather/corrosion-resistant industrial finish. Condition: All items offered shall be new, commercial-grade, and free from defects, sharp burrs, warping, or surface blemishes. Domestic Origin: All products must be 100% American Made in strict compliance with RFO 25 (Buy American Act). Mounting & Structural Considerations: Due to the large physical dimensions, each piece must include reinforced integrated heavy-duty mounting brackets/cleats capable of secure wall suspension on standard facility wall structures.

3. Service Details

Delivery: The contractor shall coordinate delivery with the designated Government point of contact and deliver all items to the specified facility. Assembly and Installation: The contractor shall provide complete assembly, placement, and installation of all items in accordance with manufacturer recommendations and Government-provided floor plans, if applicable. Removal and Disposal: If required, the contractor shall remove all packaging materials generated during installation and dispose of them in accordance with applicable local, state, and federal regulations.

4. Submission Instructions and Pricing

All quotes must include all costs associated with delivery, assembly, installation, and removal/disposal of packaging materials. Additionally, all quotes must be accompanied with a catalog (including pictures) of the items being requested. The plan is to make this purchase with a Government Purchase Card (GPC). Ensure all applicable fees are included on the quote, including delivery, installation, credit card fees, and any other associated charges. Vendors shall provide:

Itemized pricing for each item.

Delivery lead times.

Warranty information.

Confirmation of installation services included in the quoted price.

5. Funding Availability

Release of Solicitations in Advance of Funding Availability

Except for solicitations and contracts issued in accordance with RFO 32.703-2(a) and clause RFO 52.232-18, Availability of Funds, follow the procedures below when issuing solicitations in advance of available funds: Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

6. Basis for Award

The agency will consider and has the right to award the contract to the vendor whose offer represents the best value to the Government. IAW RFO 2.101, Best Value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. Evaluation factors may include, but are not limited to: Technical acceptability of proposed furniture. Compliance with stated requirements. Delivery schedule. Warranty coverage. Past performance. Total evaluated price. The Government reserves the right to make an award without discussions if deemed in the Government's best interest.
