Description

The 5th Contracting Squadron (5 CONS) at Minot Air Force Base, ND, intends to exercise Option Year 1 of Contract FA452825D0003 for continued non-personal services providing administrative, professional, and cultural liaison support for the installation's Tribal Relations program.

The contractor shall provide all personnel, supervision, and resources necessary to support the Minot AFB Installation Tribal Liaison Officer (ITLO) and Cultural Resource Manager (CRM). Key responsibilities include, but are not limited to:

Consultation & Meeting Facilitation: Planning, coordinating, and executing semi-annual (or quarterly) teleconferences and in-person conferences. This includes venue selection, logistics, catering, travel arrangements for Tribal representatives, and agenda development in coordination with the Government. Administrative Support: Developing and maintaining tribal contact lists, preparing meeting minutes, handling communications, and providing necessary administrative support for all meetings. Cultural Expertise: Utilizing cultural knowledge and experience to ensure that interactions between the Government and Tribal nations are conducted in a manner that is respectful of cultural sensitivities and protocols. Programmatic Agreement Support: Assisting in the development of a Programmatic Agreement (PA) to streamline consultation processes and ensure the protection of culturally significant resources, in compliance with the National Historic Preservation Act (NHPA) and other federal regulations.

This was a sole source award to the incumbent contractor. The Government intends to exercise Option Year 1 of the existing contract to ensure continuity of services and prevent disruption to critical DoD tribal treaty compliance obligations.

This requirement is critical for fulfilling the Air Force's legal and trust responsibilities to federally recognized tribes, fostering long-term respectful partnerships, and ensuring the smooth transition to the Sentinel missile system.

Period of Performance: Option year period 1: 30 Septmber 2026 - 29 September 2027.

Place of Performance: The primary place of performance will be the contractor's office, with conferences and meetings held at various locations within the Minot, ND area.
