This opportunity is for the provision of Residential Reentry Center (RRC) and Home Confinement services for federal offenders in ten Tennessee counties. - Government Buyer: - Department of Justice, Federal Bureau of Prisons (BOP), Residential Reentry Contracting Section, Washington, DC - Scope of Services: - Residential Reentry Center ("halfway house") services for male and female federal offenders - Home Confinement services within a 150-mile radius, not restricted by state or county lines - Services must include offender accountability, programming, community relations, and compliance with federal regulations - Service Tiers and Quantities: - Tiered pricing and service levels based on Average Daily Population (ADP) thresholds - RRC In-House Services: Tier 1 (up to 14 offenders), Tier 2 (15-35+ offenders) - Home Confinement: Tier 1 (up to 10 offenders), Tier 2 (11-25+ offenders) - Guaranteed minimum and estimated maximum ADP for each service tier - Period of Performance: - One-year base period with four one-year option periods and an additional six-month extension option - Performance must begin within 120 days of contract award - Unique Requirements: - Offerors must notify and seek input from local law enforcement and two levels of locally elected officials - Facility must accommodate both male and female offenders - Emphasis on community relations and compliance with federal standards - No specific OEMs or product vendors are named; this is a services procurement - All requirements and details are provided in the solicitation attachments
